In recent years,the comprehensive river improvement project has become one of the important tasks in the process of urban and rural construction.It not only undertakes the tasks of ensuring basic functions such as navigation,water supply,flood control and drainage,but also plays a role in improving the water environment,water ecology,water landscape,and The role of water culture and water economy.In order to promote the development of comprehensive river improvement projects towards higher quality,it is necessary to conduct a comprehensive evaluation of the completed engineering projects,from which to summarize the inadequate experience and provide reference for the decision-making and implementation process of the comprehensive river improvement projects in the future.Noting that the evaluation index system of comprehensive river improvement projects is complex,and the boundary between evaluation indicators and evaluation results is fuzzy,so fuzzy mathematics is used as an evaluation tool to determine the evaluation index system,index evaluation standards and various indicators based on the actual conditions of comprehensive river improvement projects.Layer weights,so as to effectively comprehensively evaluate the construction status of the project.The main work of this paper is as follows:1.According to the characteristics of comprehensive river improvement projects,this paper determines to adopt two analysis methods in fuzzy mathematics theory,including multi-level fuzzy comprehensive judgment decision-making method and multi-level fuzzy cluster analysis method.The multi-level fuzzy comprehensive evaluation decision-making method is aimed at evaluating the pros and cons of a river comprehensive improvement project under a certain evaluation standard.The multi-level fuzzy cluster analysis method is aimed at the classification or ranking of the pros and cons of multiple comprehensive river improvement projects.2.This article draws extensively on domestic and foreign river course evaluation systems and standards,and establishes an evaluation index system for comprehensive river course improvement projects,which is mainly composed of target layer,criterion layer,first-level index layer,and second-level index layer.Among them,the target layer is the pros and cons of comprehensive river improvement projects,and the criterion layer includes three aspects:project effect,project construction,and management and maintenance.The engineering effect criterion level contains 5 first-level indicators and 20 second-level indicators.The engineering construction criterion level includes 3 first-level indicators,and the management and maintenance level includes 2 first-level indicators.3.Use multi-level fuzzy comprehensive evaluation decision-making method and multi-level fuzzy cluster analysis method as evaluation tools to evaluate the comprehensive improvement project of the river course.When making multi-level fuzzy comprehensive evaluation and decision-making,the comprehensive improvement project of a town in Chongming District,Shanghai is selected as the object.According to the specific objectives of the project,the analytic hierarchy process is used to determine the relative weights of the quasi-measures and indicators,including one The weight of the level index relative to the criterion level and the weight of the level 2 index relative to the level 1 index.Finally,the membership degree of each index promotion degree is determined according to the evaluation standard,the membership degree is comprehensively calculated,and the evaluation result of the comprehensive improvement project of the river course is determined.In the multi-level fuzzy cluster analysis,the representative village management river channel comprehensive improvement projects in different areas of Shanghai are selected as the research object,and the improvement degree of each indicator before and after each river channel improvement is used as the data set,and each is determined according to the analytic hierarchy process.Multi-level fuzzy cluster analysis is performed on the relative weights of quasi-measurement and indicators to determine the sorting river ranking of these comprehensive river improvement projects.The research results show that,evaluation index system,evaluation criteria and weight determination method and evaluation process established in this paper can provide a basis for the decision-making and supervision of the comprehensive river rehabilitation project,and provide a guarantee for the sustainable and high-quality development of the industry.
