| With the increase of state investment in water conservancy projects and the development of general contracting mode,the tendering and bidding work of water conservancy projects is becoming more and more important.As a key link,bid evaluation determines the contractor’s quality and the success of construction.The circular of the General Office of the Ministry of Water Resources of the People’s Republic of China on the main points of water Conservancy Project construction work in 2020 points out that further strengthen the governance work in the field of bidding and bidding,severely crack down on bidding,bidding,illegal subcontracting,and clearly start the revision of the Administrative Regulations on Bidding and Bidding of Water Conservancy Project Construction projects.At present,the current evaluation methods of hydraulic engineering do not fully consider the characteristics of project types,and there are some problems,such as unreasonable weight determination,qualitative and quantitative subjectivity,imperfect credit mechanism of evaluation experts,multiple factors of evaluation content,and insufficient implementation of laws and regulations.Therefore,this thesis studies the optimization of the bidding evaluation work of hydraulic engineering under EPC mode,which has certain practical significance for project bidding evaluation decision-making.This thesis introduces the related research of hydraulic engineering bidding from three aspects of domestic and foreign bidding policies,bid evaluation methods and research of hydraulic engineering bid evaluation,systematically expounds the establishment of bid evaluation committee and its principles,bid evaluation procedures and methods,and other bid evaluation theories.The principles and steps of TOPSIS,Z-number theory,entropy principle and other theoretical foundations are introduced.Through literature analysis,EPC mode of water conservancy engineering bid evaluation at home and abroad and the actual project evaluation criteria,sorting summary of EPC mode of water conservancy engineering bid evaluation factors,combined with the technical standard,business standard,the key points of general contracting management model,is proposed to"economic-design-technology-enterprise-management" five aspects build EPC evaluation index system of water conservancy project evaluation;The evaluation of EPC hydraulic engineering is divided into two stages:preliminary evaluation and detailed review,and the evaluation criteria and evaluation index system of the two stages are listed in detail.Z-number fuzzy number is introduced to identify the uncertainty of qualitative indicators and solve the problem of strong subjective randomness of quantitative qualitative indicators.It normalized the elimination dimension of quantitative indicators,and determined expert weight by using the reliability degree of Z-number number.Taking into account the practical experience of experts,entropy theory was applied to determine the weight of indicators to reduce the influence of subjective factors on decision-making results,and an improved TOPSIS and Entropy evaluation optimization model based on Z-number theory were constructed.Calculate the ranking of bidders and determine the best bidding candidate.This thesis final selection of JY Qingyang Park water conservancy project EPC bidding project verification,it is concluded that the weight ranking of secondary indicators B4≥ B5≥ B1≥ B3≥ B2,bid evaluation attaches more importance to survey and design,enterprise water conservancy credit,performance,project experience,quality and construction scheme,and the comprehensive ranking coefficient of the bidding candidates is in line with the publicity results of the case project S2≥S3≥S4≥S5≥S1.The stability and reliability of the model are verified and suggestions are put forward from three aspects:standard,talent and development. |
