Research On Government Support Policy For Airport Operation

With the development of China’s comprehensive national power,the aviation industry is playing a very important role in economic high quality development.As an important hub of the regional economy,the airport carries a large traffic volume.The airport contributes a huge effort to promoting the construction and development of a city’s economic.In recent years,government support policy for airport operation have been continuously improved and developed,but there are still some operation problems to be solved.These problems not only affect the development of aviation industry,but also limit the optimal development of regional transportation facilities.For a long time,they are bound to have a certain impact on China’s future industrial and economic progress.Based on the current situation of government support policy for airport operation,this paper taking the relevant theories of government support for airport operation as the basis,taking Jinan Yaoqiang airport as an example,this paper analyzes the current situation,results,existing problems and reasons of the support policy in the airport operation policy,draws lessons from the advanced practices and problem-solving ideas in domestic civil airport operation and government support policies,puts forward the specific countermeasures and recommendation to optimize China’s government support policy for airport operation.According to the research idea of "raising,analyzing and solving problems",based on the background of the development of China’s economic integration,on the premise of domestic and foreign research review and related concepts and theories,and based on China’s basic national conditions,this paper first introduces the current situation of China’s airport operation and the government’s policy support for its capital investment,land support,supporting support,operation environment management and service supervision.Then taking Jinan Yaoqiang airport as an example,analyzes the current situation of government support policy for airport operation and its effect,and dissect the reasons from four aspects:the slow update of relevant laws,the lack of understanding of the public welfare nature of the airport by the government,the inadequate supervision of private capital in PPP projects and the lack of persistent planning of government support policies.Further,through the experience of domestic representative airport operation government support policies,we can draw inspiration from government support policy for airport operation.Finally,the paper puts forward some policy suggestions,such as clarify the government support policy guidance,adhere to the government support policy of balancing public welfare and profit in airport operation,introduce PPP construction mode to enrich government support policy for airport operation,ensure the smooth implementation of government support policy for airport operation through laws and strengthen the government’s supervision and management of the airport.
