Research On The Optimization Of Guangdong Highway Construction Market Credit System From The Perspective Of Cooperative Governance

Our country puts forward the strategic goal of improving the social credit system.The Highway Construction Market Credit System(HCMCS)is an integral part of the social credit system.Credit supervision in China is still in the initial stage of exploration.Although it has achieved good results,there are still fraud cases by market participants,especially in the highway construction market.By 2019 and2020,the Ministry of transport will deal with 29 highway construction enterprises’ fraud.From the perspective of government supervision,the market supervision means of highway construction are insufficient to solve the problem of enterprise market access.Still,the behaviour management means after entering the door are insufficient,the clearing mechanism is not perfect,and the management of practitioners and personnel lacks comprehensiveness.It isn’t easy to measure bidding,contract performance,quality and safety.This study describes China’s Highway Construction Market Supervision(HCS)development and primary processes.Its primary purpose is to analyse the existing problems in implementing and operating a credit information management system based on the surveys and interviews of key stakeholders such as Management,System Development,Operation and Maintenance departments,as well as users of highway construction enterprises.It explores the deep-seated causes of the issues,such as policies,procedures,economic environment,etc.Combined with the theoretical research and problems of the current Market Credit Information Management System,this paper puts forward the practical and performance countermeasures to further promote the development of the national Highway Construction Market Credit Information Management System.The recommendations include clear design principles,full consideration of scalability,and improvement of information collection mechanism.It will also introduce cross-industry credit information,blockchain technology and other specific strategies.This paper also looks into the current problems and countermeasures of constructing credit information management systems in the highway construction market in Guangdong Province.It recognises the integration of information supervision resources of the national highway construction market,highway cost and the toll road.It builds a unified information platform of the Ministry Highway Bureau,which lays the foundation for the future’s construction and access of other highway business systems.It also has a specific theoretical and practical significance to provide design support.At the same time,guided by the government’s public management matters in the field of transportation and the demand of e-government,the unified construction of the National Highway Construction Market Credit Supervision System has important era significance and government service value.
