Research On Credit Evaluation System Of Construction Project Bidding In Shaanxi Province

The construction project bidding system plays an active role in standardizing the selection of trading subjects and entering into trading contracts,but at the same time the credit problems exposed have caused a significant impact on my country’s national economy and investment and construction benefits.At present,lack of credit is still one of the major problems in the construction industry in Shaanxi Province.How to regulate the untrustworthy behavior of the construction industry in Shaanxi Province through credit means has become an urgent research topic.Under this background,the paper proposes to establish a credit evaluation system for construction project bidding in Shaanxi Province,which takes construction enterprises as the research object,and aims to develop an accurate and effective credit evaluation method to evaluate the dynamic credit changes of construction enterprises in Shaanxi Province,with a view to The effective use of credit evaluation results in the bidding of construction projects and the standardization of the behaviors of bidding bodies are of great significance for promoting the sustainable and healthy development of the construction industry in Shaanxi Province and improving the social credit system.First,build a credit evaluation index system for construction companies.Based on the existing research,referring to the current credit evaluation related documents issued by the country,combined with expert interviews,comprehensively considering the characteristics of construction companies,selecting factors that affect the credit of construction companies in Shaanxi Province,from basic information,financial status,business capabilities,The five aspects of credit behavior and management ability are preliminary selection of credit evaluation indicators,and then the principle of rough set attribute reduction is used to effectively delete unnecessary or duplicate indicators,retain the core indicators,and finally establish 5 primary indicators and 19 secondary indicators Index evaluation index system.Secondly,it proposes a dynamic evaluation method for the credit of construction enterprises.The AHP-FCE comprehensive evaluation method is used to determine the weight of each indicator,and the evaluation indicators at all levels are weighted to obtain the credit evaluation value of the evaluated object at the time of isolation.Then use time series weighted average operator to determine the time weight and the time dimension for dynamic comprehensive evaluation according to the idea of ?? "thick and thin".Taking 20 construction companies as examples,the reliability of the dynamic evaluation model was verified.Based on the research of credit evaluation methods,the paper further explores the application of credit evaluation in bidding,including the impact of bidding behavior on credit rating and credit evaluation results into the bid evaluation methods.Finally,from the five aspects of information disclosure,data collection,reward and punishment mechanism,credit repair mechanism,and credit information platform,measures were proposed to ensure the implementation and application of the credit evaluation system for construction project bidding.
