| The problem of unpaid wages of migrant workers has become a serious social problem in our country.The end of the year and the beginning of the year are the peak periods when migrant workers demand wages.Among them,the problem of unpaid wages of migrant workers under the project subcontracting model is particularly prominent,which seriously harms the vast number of migrant workers.The vital interests and basic rights and interests of migrant workers have been damaged,and the sense of life stability and happiness of migrant workers have been damaged,and the construction of harmonious labor relations and the stability of the overall social order have been seriously affected.Therefore,this thesis takes the early warning of migrant workers’ wage arrears under the project subcontracting mode as the research object,moves the threshold of wage arrears management forward,and constructs an early warning indicator system for wage arrears to prevent the occurrence of wage arrears from the source.This thesis uses the text analysis method to sort out the successful experience and existing problems of the practice of wage arrears warning in my country,and uses the three-level coding of the grounded theory to analyze the formation mechanism of migrant workers’ wage arrears under the engineering subcontracting mode.Arrears warning indicator.Afterwards,the Delphi method was used to solicit opinions from scholars,administrative departments and construction industry practitioners,and after three rounds of screening,the early warning indicators of migrant workers’ arrears under the project subcontracting mode were divided into sensitive early warning indicators and general early warning indicators.The weight of the early warning indicator is set to 1,and the weight of the general early warning indicator is determined by the frequency selected by the expert group.Finally,combined with the scoring standard,police situation inference,and validity analysis,the early warning indicator system for migrant workers’ arrears under the project subcontracting mode is finally established.In order to ensure that the salary arrears early warning index system plays the greatest role in the implementation and application process,this thesis also interviewed and analyzed the understanding of salary arrears early warning of the expert group.There is a certain degree of group difference in the selection of early warning indicators for arrears,but they all believe that supervision and accountability are the keys to the implementation of the early warning indicator system for arrears.Combined with the problems such as insufficient attention paid by all localities to the early warning of salary arrears,the immature practice of local early warning of salary arrears,and the lack of systematicness and pertinence in the construction and operation of the early warning index system of salary arrears,this thesis puts forward some suggestions to strengthen the recognition of the importance of early warning of salary arrears by all departments at all levels,improve the organization and technical guarantee of early warning process of salary arrears,and strengthen administrative law enforcement. |
