| Solving the problem of unpaid wages of project projects and the difficulty of migrant workers in asking for wages is not only the focus of migrant workers,but also the starting point for national functional departments to better safeguard the rights and interests of migrant workers.To this end,the state began to implement the provisions on the wage deposit of migrant workers in the field of engineering construction.According to the report on the monitoring and investigation of migrant workers in 2020 and the seventh census bulletin issued by the National Bureau of statistics in April 2021,the total number of migrant workers in China in 2020 was 285.6 million,accounting for one fifth of China’s total population of 1.4 billion.Migrant workers in the field of construction engineering are the main force of migrant workers,and have made great contributions to promoting China’s urbanization and modernization.However,the problem of salary arrears in the field of construction engineering has not been fundamentally solved,which has led to a series of social livelihood problems and mass incidents of migrant workers,resulting in a bad social impact.All along,from the Party Central Committee and the State Council to all cities,counties and districts,we have spared no effort to eradicate the problem of migrant workers’ wage arrears.On October 24,2003,when Premier Wen Jiabao inspected Yunyang County,Chongqing,after Xiong Deming,a 42 year old peasant woman in Longquan Village,Weihe Town,claimed that her husband was owed 2300 yuan.Across the country,there has been a "debt clearing" storm to solve the arrears of migrant workers’ wages.On the basis of reading and learning from a large number of research literature and research results,using the knowledge learned,this paper establishes the framework of this study from the relevant parties participating in migrant workers,construction units,construction units and government supervision through game theory and multiple collaborative governance theory,and makes a descriptive statistical analysis of the collected questionnaire data.The results show that: first,The enterprise side of the special account for migrant workers’ wages is in good condition,with a high proportion;Second,the handling of wage cards in the special account for migrant workers is good,but there are deviations in the implementation process.Third,the high mobility of migrant workers and the short working time are the objective reasons why it is difficult to implement the special wage account for migrant workers.It is suggested that from the national level,first,promote the development and popularization of prefabricated buildings;Second,promote the specialization and upgrading of labor service companies.It is suggested that from the level of specific measures,first,strengthen the implementation of various processes;Second,break the restrictions of issuing banks and promote the interconnection of salary cards of all banks;Third,strengthen the fine management of individual accounts and pay attention to the signing of individual labor contracts and the payment of actual wages;Fourth,promote and promote the establishment of provincial migrant workers’ wage early warning platform,and use big data for fine management. |
