| With the continuous development of society,the number of motor vehicles and drivers continues to increase,more and more cities not only have the problem of traffic congestion,but also parking resources appearing imbalance between supply and demand,which brings huge traffic pressure to the city.In order to alleviate the traffic congestion and improve the traffic environment,the parking problem has become the focus of the managers,especially the on-street parking which affects the road traffic operation is the key to solve the problem.Starting from the demand end,a optimal fee rate of on-street parking,and a scientific and reasonable management mechanism of on-street parking charging can be established by setting the optimal charging rate of in-road parking,which can macro-control the parking demand inside and outside urban roads and optimize the sharing rate of traffic modes,ensure that prices are fully leveraged,so as to achieve the purpose of alleviating road traffic congestion and promoting urban development.In order to research the fee rates and management mechanism of on-street parking,this paper based on the experience of travelers,using the mechanism of price leverage and the theory of random utility,a threshold model of urban on-road parking fee rate was constructed in order to achieve the optimal on-street parking fee rate,and the detailed solution process was explained.This paper studied the organizational structure and operation mechanism of the onstreet parking charge management by using the management mechanism mode of administrative entrustment and government purchase,and formulated a scientific and reasonable on-street parking charge management mechanism,to ensure that fee rates and pricing schemes play their role.Taking downtown Chengdu as an example,the problems and inadequacies of the current on-street parking and management mechanism was analyzed.The data was obtained by RP &SP survey,while the parameters in the model were calibrated using BIOGEME.The model was modified and tested,and was solved by MATLAB on the basis of the current situation of Chengdu.The best charging rate was get,and according to the organization structure and operation mechanism,a reasonable management mechanism of parking charge was developed.The results show that the reasonable price has a regulatory effect on the choice of parking mode and travel mode.When the on-street parking fee rate is increased,the public transportation mode share is significantly increased.The model is of high precision,and the optimal on-street parking fee rates in four types of areas in Chengdu is 16.184,14.756,13.272,and 11.788 RMB/h.Combing with the actual situation of downtown Chengdu,a differentiated on-street parking charging scheme of time and space is constructed.In the aspect of charge management mechanism,the combination mode of administrative entrustment and government purchase is adopted.It is proposed that the government should set up the management committee of on-street parking charge to take charge of such managements.Then,the government should purchase parking management services from City Parking Management Co.Ltd of Chengdu Communications Investment Group.to assist in the management of on-street parking charge.Meanwhile,the relevant government departments should cooperate with each other,and determine the operation mechanism according to the functions and responsibilities of each department,and work out the management mechanism of on-street parking charge with the current situation of Chengdu. |
