Study On Layout Planning And Management Mechanism Of Parking In Xiamen

The rapid increase of car ownership in cities has led to a surge in urban parking demand.The original growth rate of parking supply was difficult to match the growth rate of parking demand.And the contradiction between supply and demand is becoming more and more serious.The problem of parking was becoming increasingly serious in Xiamen.So the parking problem should be studied in order to formulate the parking development strategy,management mechanism and supply development plan of Xiamen.The differentiation and refinement management policy were considered comprehensively to alleviate the parking problem.This paper analyzes and evaluates the parking facilities supply in Xiamen from the three aspects of the public parking,the appertaining parking and the outside parking.The existing problems of parking supply in Xiamen was summarized and the current situation and management status of parking facilities was analyzed.Based on the forecasting methods and processes for parking demand and the comparison of parking demand forecasting method,this paper selected the parking production rate model to forecast the parking demand in Xiamen.Based on the forecast of motor vehicle ownership,the forecast results of parking demand in 2016 and 2020 was obtained.The main parking problems in Xiamen was analyzed.Based on demand forecasting results key to complete the road outside the public parking lot,P + R,the layout of the parking system for road outside public parking lot,combined with the layout principles formulated the xiamen core area,the layout of the xiamen island district plan;A differentiated regional supply scheme is proposed,which divides xiamen into three types:strict control,general control and no control.In view of P+R parking system,P+R parking system layout plan and related fee management policies are formulated to increase the capacity of passenger flow attraction of P+R parking system.Domestic urban PeiJian parking index experience at the same time,such as Harbin,hangzhou,shenyang,through experience conclusion can be drawn lessons from xiamen,xiamen PeiJian parking index optimization scheme is proposed.By reference to refer to the city of hangzhou,Shanghai,chengdu and experience of the development strategy of parking facilities,from the overall strategy and specific policy dimensions of xiamen city parking development strategy research,summarizes the development goals and put forward a variety of supply strategies,including the regional differentiation of parking development strategies,diversification development strategy,etc.,and by strengthening management,parking fees leverage effect,efforts to strengthen the construction of intelligent parking,parking demand from various source control parking management system is put forward.
