Study On Regional Parking Facilities’ Comprehensive Planning Methods

The parking problems become increasingly serious in many cities. The fundamental reason for this problem is that the imbalance between supply and demand of the parking facilities, firstly, the total parking facilities is insufficient; secondly, the unreasonable layout optimization results in the uneven utilization to the parking facilities in the region. In order to solve this problem, we can’t meet the growing demand for parking only by increasing parking facilities and we put forward an effective method that adjusting the layout and the configuration structure of parking facilities.In this thesis, study on the three problems that the distribution of the regional parking demand, integrated planning and layout optimization to parking facilities. In the parking demand prediction, we come up with the modification and improvement model. The model can determine the parking demand of different nature of land, thereby establishing the relation between characteristics of land usage and the regional distribution of parking demand. As comprehensive planning for parking, combining with the nature of land and the layout structure of road network, comparing the differences of on-street with off-street parking, according to the result of distribution area parking demand prediction, establishing the optimal efficiency parking facilities integrated planning model,which considering the complementary functions inside and outside parking and road matching relationship, comprehensive parking builder,and users and managers tripartite.Moreover,we study on the model solving process. In terms of regional parking facilities layout optimization, on the basis of comprehensive planning for regional parking facilities, the location layout optimization model based on coordination of on-street and off-street parking layout are established, the layout optimization principles of off-street parking are proposed, the recommendations about the building parking indicators is also corned up with. In this thesis, the practical application of the model and method are proved by parking layout in the Changsha city Wangcheng district.This is one of the effective ways that comprehensive layout to the parking facilities planning and optimization to ease the parking problem under certain condition that the unchanged total parking supply is provided. In this thesis, combining analysis of the land usage characteristics, and regional distribution of parking demand prediction and road. network structure-function relationships, comprehensive optimization the on-street and off-street parking facilities layout,buildings equipped with parking index, the layout optimization model is established to get the methods to determine the regional parking facilities comprehensive layout optimization project, providing the theoretical guidance and actual reference for the regional parking planning, layout optimization and decision analysis.
