| The “Distribution Network Construction Action Plan(2015-2020)”(Hereinafter referred to as “action plan”)has accelerated the large-scale development of distribution network reconstruction.In the face of the complex environment and diversified purposes and demands of construction project of distribution network,a comprehensive and systematic investment benefit evaluation system is established.This evaluation system can guarantee the rationality and necessity of new distribution network construction and technical transformation projects and realize the lean management and control of distribution network construction investment of power grid companies have become an important topic to be studied at present.Based on the current technical and economic conditions,the research achieves the establishment of an optimal evaluation system through the organic integration of technologically advanced reliability,maximization of internal revenue,provision of universal services,and social benefits.The construction is based on technical and financial evaluation.A unified evaluation model that takes into account both economic benefits and social benefits,and implements different evaluation index systems according to project classification,forming an index management for the investment benefit evaluation of new distribution network and technological transformation projects.Finally,the fuzzy comprehensive evaluation method and the combination of subjective and objective methods are used for simulation calculation.The following research results are obtained: first,the theory and research methods of the construction projects of distribution network evaluation are proposed;second,based on the construction technology characteristics,the construction projects of distribution network are classified completely,and a scientific and systematic evaluation index system is designed for the distribution network projects in central urban areas,towns and villages;third,the rationality of the method model is verified by case calculation and practicality.The research results of this thesis can be applied in the process of investment decision-making,process control and post evaluation of construction projects of distribution network.It has certain theoretical and practical significance to improve the technical and economic efficiency of distribution network transformation,achieve the coordinated optimization of distribution network transformation objectives,investment and quality,and provide reference for decision makers. |
