As the blood of industry,energy is an important support for economic development.In the background of economic globalization,energy has risen to a strategic height related to national security.Countries have formulated different policies on energy security.The utilization and development of energy is an important factor affecting the economic development and comprehensive national strength of all countries.Adapting to the international environment,China’s energy resource reserves and the practical demand of economic development.Improving energy efficiency and promoting sustainable energy development,it plays an important role in promoting high-quality economic growth and enhancing international competitiveness.According to the importance of energy,China has formulated and implemented many energy policies,but the effect of energy policies are based on the reserve of regional energy.Compared with energy-poor areas,energy utilization and sustainable development in energy-rich areas have a more strategic position in the national economy.Therefore,the analysis of energy reserve in different regions show that the Yellow River Basin is an important energy reserve and manufacture base in China,as energy construction and development,it is important for China ’s economic development.It is known as China’s "energy basin".Specifically,in terms of resource reserve,the Yellow River Basin is rich in coal reserves,accounting for more than 50 % of the total national.In terms of energy productivity,the number of billion tons of large coal bases in the Yellow River Basin and nearby areas account for one-half of the total amount of the country,and the number of ten million kilowatts of large coal and electricity bases account for two-thirds of the total amount of the country.Therefore,the energy development in the Yellow River Basin have unique advantages in terms of reserves and production conditions.However,in the process of development,the Yellow River Basin is faced with the problems of excessive consumption of resources,large industrial pollution,low production efficiency and unbalanced supply and demand in industrial development.Among them,the pollution caused by the use of coal is huge,and coal,oil,natural gas,as one-time non-renewable energy,its utilization efficiency is particularly important for the sustainable development of economy.In this context,in line with the realistic problems of energy development in the Yellow River Basin,considering the influencing factors of energy comprehensive efficiency in the Yellow River Basin is of great meaning for high-quality development and promoting economic.Accourding to the theories of energy,industrial economics and economic geography.Based on the availability of data,this thesis sorts out and summarizes the energy resource endowment of the Yellow River Basin from 1997 to 2019,and analyzing its energy consumption,energy consumption intensity and economic growth.In this realistic context,thinking about various factors of energy input and output,structuring the index system of comprehensive energy efficiency,making the index system scientific and comprehensive,so as to scientifically and comprehensively evaluate the comprehensive energy efficiency of the Yellow River Basin from 1997 to 2019.Then on the basis of the index system,collecting and collating the data,using DEA model to calculate the input and output of the data,the time trend of energy comprehensive efficiency in the Yellow River Basin is obtained and analyzed.Combined with the practical significance of energy utilization,in line with the purpose of saving energy,reducing pollution and promoting economic growth,Tapio decoupling analysis are carried out to analyze the coordinated change state and trend of energy and economic development.Finally,the internal and external influencing factors of energy comprehensive efficiency are calculated by econometric model,and the energy comprehensive efficiency is decomposed by GML index to analyze the influence of internal catch-up efficiency and technological progress on energy comprehensive efficiency.The fixed effect model is used to calculate the external influencing factors of the Yellow River Basin.The main conclusions are as follows :(1)In terms of energy consumption,economic growth and energy intensity,energy consumption in the provinces of the Yellow River Basin shows a growing trend and shows the spatial characteristics of central and eastern provinces greater than western provinces.The overall economy shows a steady growth trend,and the growth rate is accelerating,of which Inner Mongolia has the largest growth rate and Gansu has the smallest growth rate.But there are few years of declining economic levels.In terms of energy intensity,the overall energy intensity of each province in the Yellow River Basin shows a downward trend,and the energy consumption per unit of GDP gradually decreases,and the energy efficiency gradually increases.Among them,Shanxi ’ s energy intensity level has a high starting point and a sharp decline.In summary,before 2008,there was a large gap in energy intensity among provinces,and after 2008,the difference gradually narrowed and the energy intensity gradually decreased.The time series changes of economic growth and energy intensity show an opposite trend.The energy intensity level of each province in the Yellow River Basin continues to decrease,and the level of economic development is in a growing trend,which is in a good development trend.(2)In terms of energy comprehensive efficiency measurement,the energy comprehensive efficiency of the Yellow River Basin shows a fluctuating upward trend,and the efficiency value difference between provinces is small.Energy utilization and economic development are generally in a good situation.The development of provinces and regions has certain synchronization and coordination,and the accessibility of resources and economic circulation between provinces and regions is high.Specifically,the small difference in the value of energy ecological efficiency among provinces and the generally consistent trend of horizontal fluctuation reflect the spillover effect among provinces,and the scale effect is obvious.The fluctuation trend of energy comprehensive efficiency is affected by the world economic system,national policy,environmental constraints,industrial structure and technical level.(3)From the decoupling state of economic growth and energy consumption and energy comprehensive efficiency,the decoupling state of economic growth and energy consumption in the Yellow River Basin is mainly weak decoupling,that is,there is still a waste of resources and energy consumption in the process of economic development,and still faces a more extensive mode of economic growth.Economic growth and energy comprehensive efficiency are mainly in a weak decoupling state,that is,energy comprehensive efficiency promotes economic growth,but the number of provinces with unsatisfactory strong decoupling state still occupies a large proportion,and the problem of inhibiting the improvement of energy comprehensive efficiency exists.Through time series analysis,the decoupling development trend of economic growth,energy consumption and energy comprehensive efficiency of the nine provinces in the Yellow River Basin fluctuates greatly and is unstable.(4)From the perspective of internal factors of energy comprehensive efficiency,the decomposition of energy comprehensive efficiency shows that the energy comprehensive efficiency of the Yellow River Basin has achieved high cumulative growth and annual growth.It shows a good development trend of energy and economy.Specifically,the growth rates of most provinces are different,but the growth rates of some provinces are consistent.The internal factors that affect the growth level of provinces are different.Some provinces pursue efficiency and technological progress jointly promote the improvement of energy comprehensive efficiency,while some provinces only pursue efficiency or technological progress alone promote the improvement of energy comprehensive efficiency.Technological progress,including economic base,resource factors,management level,and technological innovation,plays a crucial part role in facilitating the comprehensive energy efficiency of the Yellow River Basin.(5)From the perspective of external factors of energy comprehensive efficiency,the external factors are studied for improving the level of energy comprehensive efficiency and provide a feasible path for resource utilization and sustainable development.Through research,it is found that different external influencing factors of energy comprehensive efficiency in the Yellow River Basin have different directions of action,and positive factors and negative factors coexist.Among them,economic development level,marketization index and industrial structure play a positive role in the comprehensive energy efficiency of the Yellow River Basin,while technical level,openness,employment rate and capital idle rate play a negative role,and the influence of the government is not obvious.Through the analysis of external influencing factors,targeted suggestions are provided for the improvement of energy comprehensive efficiency and economic development in the Yellow River Basin.
