| Land spatial is the basis of all human production and life.It is not only a public property,but also a space-time property.The purpose of land spatial planning is to resolve various conflicts between material and non-material elements in terms of spatial layout and time series,and constantly meet the people’s growing needs for a better life.Since the national spatial planning system is proposed,the municipal national spatial planning of some outstanding contradictions and problems still not solved,for instance,the coordinated development in national spatial planning of regional guidance is not strong,the national spatial planning control system has not been fully established,comprehensive planning division failed to society,resource,cultural,economic and so on various factors.By constructing the framework of "zoning + control",this paper highlights the functional orientation of each regional unit within the municipal region,strengthens the close connection between regional comprehensive zoning and regional space control,coordinates the relationship between regional coordinated development and spatial reasonable control,and guarantees the sustainable development of land spatial development and utilization.The applied research part of the thesis consists of three chapters.In chapter 3,the framework of "zoning + management and control" is constructed based on the consideration of planning and control at the mid-macro level,and the thoughts and methods of regional comprehensive zoning and regional space management and control are clarified to avoid the problems existing in previous planning,such as insufficient comprehensive zoning and disconnection between planning and control.The fourth and fifth chapters take Jinchang city as the research object and conduct the empirical research on regional comprehensive regionalization and regional space control respectively.The fourth chapter constructs the "3+9+21" regional comprehensive regionalization index system,uses the multi-index comprehensive evaluation method to carry on the comprehensive evaluation to the regional unit,constructs the "two zones,three districts" comprehensive development pattern and the "3+5" two-level regional comprehensive regionalization framework,and clarifies the development orientation of each regional unit in Jinchang city.The fifth chapter studies the regional space management and control mode based on regional comprehensive regionalization from four aspects: index transmission,control line demarcation,regional coordination and control rules.The basic conclusion of this paper is that regional comprehensive development can be optimized and adjusted through regional comprehensive regionalization.Under the premise of limited resources,regional comprehensive regionalization can be used to construct regional comprehensive development pattern,determine the development orientation of the region,achieve complementary advantages,and strive for the maximum benefit of land spatial use.The mode of "zoning + management and control" is completely feasible.Differentiated management and control of segmented areas based on development orientation can not only strengthen the coordination between regions,but also facilitate the transmission of control requirements,which can well serve the formulation of municipal land spatial planning. |
