Research On The Change Of Chinese Fisheries Oil Price Subsidy Policy Under The Multi-Source Stream

In 2006,the fishery oil price subsidy policy was born along with the reform of the pricing mechanism of refined oil products,making it the most influential marine fishery policy in the past decade with the widest range of benefits and the most subsidized subsidies.In the past ten years,the subsidy policy has been adjusted,supplemented and improved.However,domestic scholars lag systematically to sort out and analyze the policy.In this paper,the domestic and foreign scholars on the multi-source flow theory model and the fishery oil price subsidy policy are reviewed and studied through data retrieval,through the relevant files to understand the local and other parts of the oil price subsidy implementation policies to study the different regions in the implementation of the policy of the same and different.In this study,historical analysis was used to sort out the contents of the adjustment of the three fishery oil price subsidies and to find out the change trajectory.Byusing the multi-source flow theory,the paper studies the three changes in the fishery oil price subsidy policy in our country and finds out the main reasons and dominant ideals of the previous policy changes,The main thrust force and so on.The research shows that the reform of the refined oil pricing mechanism and the continuous rise of international oil prices are the main reasons leading to the introduction of the fishery oil price subsidy policy.The unfair subsidy standards and the deviation of the policy implementation lead to the second subsidy policy The main reason for the change,the intensification of conflicts between policies,the corruption caused by policy implementation and the change of government values and development concept are the main reasons for the third policy change.After three changes,the fishery oil price subsidy policy is more fair and just,more emphasis on ecological conservation,man and nature more coordinated.The research also shows that the multi-source flow theory model is suitable for the research on the change of fishery oil price subsidy policy.Under the current system in our country,the main leaders of the government have an important influence on the setting and adoption of the policy agenda.However,with the social development,The channels of sound are more and more,and the transparency of the policy process is getting higher and higher.There are two main innovations in this paper.First,the first systematic review of the fishery oil price subsidy policy is summarized in the first time.Most of the previous studies have carried on the question analysis and the countermeasure research to the policy,after the policy changes There is no relevant combing summary of the study.Second,from a new perspective to study the policy changes,this paper uses the multi-source theory to analyze the changes in fishery oil price subsidy policy,and is groundbreaking in the field of fishery subsidy policy analysis.
