Research On The Agenda Of The Fishing Ban Policy Of The Yangtze River From The Perspective Of Multi-source Theory

The Yangtze River is the mother river of the Chinese nation,breeding a large number of freshwater fish.However,due to overfishing in recent decades,the Yangtze’s fishery resources have been greatly reduced.In order to restore fishery resources and ecological environment of the Yangtze River,the Chinese government has made a series of efforts.Since 2002,China has tried out the spring ban on fishing in the Yangtze River,and constantly carried out breeding and releasing activities.However,the results achieved after the implementation of the spring fishing ban are limited to a short period of time after the end of the current fishing ban,and the fishery resources that were preserved during the fishing ban are often exhausted within a few months after the start of fishing.Since the 18 th CPC National Congress,efforts to strengthen ecological civilization have been raised to an unprecedented height,and public awareness of ecological protection has gradually increased.In 2017,the Chishui River basin,an important tributary of the Yangtze River,became the first to ban fishing for 10 years,becoming an outpost of the total ban.In 2019,the Ministry of Agriculture and Rural Affairs officially decided to ban fishing in the Yangtze River basin for 10 years starting in 2021.Subsequently,the Yangtze River Protection Law of the People’s Republic of China and the Regulations on the Protection and Management of Aquatic Organisms in the Yangtze River were issued one after another to ensure the smooth development of the fishing ban on the Yangtze River.This paper USES literature research,historical analysis and the combination of qualitative research and quantitative research methods,through combing the domestic and foreign scholars about the theoretical origin,the Yangtze river fishing policy research present situation and development course of building origin theory analysis framework,analyzes the problems in the Yangtze river fishing policy origin origin,policy,and political origin,To explore the reasons for the opening of the "policy window" and find the deficiencies in the process of policy formulation and implementation,provide useful reference for the continuous improvement of the Yangtze River fishing ban policy and supporting measures,the promotion of the comprehensive fishing ban policy to other basins,the protection of China’s fishery resources,and the promotion of green development of China’s fishery.In the actual research process,Found the problem origin(including the Yangtze river aquatic organisms resources recession,the opening the "policy window" has been verified.The results show that the multi-source and flow theory is still applicable to the study of China’s fishery policy agenda.The decline of aquatic biological resources in the Yangtze River is directly reflected in a series of data such as the amount of fishing,which is defined as the direct cause of the problem by policy makers.The original spring fishing ban policy played a limited role,and it is in urgent need of "upgrading" in terms of dimension and depth.In the policy stream,the "policy community" composed of experts,scholars,NPC deputies and CPPCC members constantly put forward,improve and optimize solutions,and soften policy makers with a positive attitude.The results of the ban in Chishui River have proved the feasibility of the ban in the Yangtze River for ten years.In the process of political origin,Chinese decision makers have changed their ruling ideas from blindly paying attention to the speed of economic development to the construction of ecological civilization.The public became more aware of ecological protection and spontaneously called for the protection of the Yangtze River.In the "policy community",groups,mainly NPC deputies and CPPCC members,constantly put forward proposals to put pressure on policy makers.After the first and second symposium on promoting the development of the Yangtze River Economic Belt,the convergence and coupling of the three sources promoted the opening of the "policy window".As an important measure for ecological restoration of the Yangtze River,the 10-year ban on fishing in the Yangtze River is an inevitable result of the implementation of the concept of "joint efforts to protect the Yangtze River,not to engage in large-scale development",and an important measure to keep the Vitality of the Yangtze River forever.Since the implementation of the policy one year ago,the biodiversity and ecological environment in the Yangtze River Basin have recovered significantly,and the number of fish population has increased significantly.In the future,China will continue to unswervingly implement the policy of banning fishing in the Yangtze River for ten years,constantly consolidate the existing achievements,continue to improve the relevant supporting measures,and return the Yangtze River basin to a green area.
