The issue of ecological environment has increasingly become the focus of attention of the whole country.As a fundamental economic development,the construction of a new type of forestry management system fully reflects the fact that " clear water and green hills are gold and silver mountains." Since 2008,Chengdu,as a national collective forestry comprehensive reform experiment demonstration,has made staged achievements in promoting property rights clarification,promoting supply-side structural reform of forestry,improving forestry comprehensive services,and promoting industry transformation.Based on the serious fragmentation of forest land,the low level of forestry specialization and the rapid loss of labor force,Chongzhou Municipal Government took agricultural co-operation as a model and based on the integration of small-scale farmers and the development of modern forestry,actively explored and set up the forestry co-operation-" Forestry Shareholding Cooperatives + Forestry Professional managers + forestry comprehensive service "-to solve the planting,management,service and other issues.This not only fully embodies the concept of “innovation,coordination,green,openness and sharing”,but also optimizes the allocation of resources,promotes the sustainable increase of forest farmers,the healthy development of forestry industry and the protection of forest ecological environment.On the basis of relevant domestic and foreign literature,this article combines the actual situation of implementation of the forestry co-operation in Chongzhou.From the standpoint of forest farmers,according to the theory of institutional change and the theory of social division of labor,based on cultivating Forestry Shareholding Cooperatives,cultivating a new type of professional forest farmers,forestry integrated services,opportunities for development of forest farmers and the implementation of government efforts to initially build an index system of forest farmers’ recognition of forestry "co-operating system",and then using Analytical Hierarchy Process(AHP)and Fuzzy Comprehensive Evaluation(FCE)Empirical.Forest farmers are beneficiaries of the policy.Through the orderly logit model,the influencing factors that affect farmers’ acceptance of forestry co-operation are analyzed,so that the subsequent policies are closer to public opinion.The results show that: At present,forestry farmers agree the forestry co-operation.Forest farmers have obtained corresponding production management skills through the forestry co-operation and have obtained considerable income.As a new type of forestry management system,forestry co-operation still has key issues that need to be resolved.The general education level of forest farmers is low,which restricts the implementation of policies to a certain extent.At the same time,the propaganda methods of government and interpretation of policies do not enable forest farmers to fully understand the implementation of policies.The key factors influencing the recognition of forest farmers are the cost of forestry production,the area of cultivated land,whether to join the forest shareholding cooperatives,whether to participate in the training of professional forest farmers,whether to enjoy the forestry socialization services and the enforcement of government.According to this,this paper proposes to speed up the innovation of forestry science and technology,increase the propaganda forestry co-operation,improve the forest shareholding cooperatives,strengthen the basic education and professional training of farmers,strengthen the comprehensive service of forestry socialization,strengthen the organization,leadership and improve the efficiency.
