| With the global warming and deterioration of ecological construction,social and environmental issues,ecological construction issues,and even sustainable economic development issues have become important topics for today’s booming social and economic development.Human beings not only need to strive to reform and use resources,but also pay attention to maintaining nature to achieve harmonious coexistence between humans and nature.Therefore,strengthening the reform of state-owned forest farms has become the key to solving the current ecological and environmental problems.State owned forest farms are an important pillar of forest resources and the foundation of the forest industry system and ecological security system.However,like most state-owned forest farms in China,state-owned forest farms in Jilin Province still face problems in deepening the reform of their management system,such as poor management system,unclear property rights,difficult operation,heavy burden,and lack of talent.It is difficult to truly unleash the social and economic benefits that forest farms should have.Therefore,this article conducts relevant research on the management system reform of state-owned forest farms in Jilin Province.In order to comprehensively analyze the problems existing in the management system reform of state-owned forest farms in Jilin Province,this article takes Wulihe Forest Farm in Yongji County as an example,uses literature research and survey research methods to collect and analyze materials for the management system reform of Wulihe Forest Farm in Yongji County,based on a deep understanding of the development status and achievements of state-owned forest farms in Jilin Province.This article starts with the relevant concepts of the management system of state-owned forest farms,analyzes and sorts out the development process of state-owned forest farm management,and clarifies the importance of deepening the reform of the management system of state-owned forest farms;From different perspectives,in-depth analysis was conducted on the problems existing in the management system of state-owned forest farms.From a static perspective,the management institutions of state-owned forest farms face problems such as improper institutional settings and chaotic positioning of responsibilities and functions;From a dynamic perspective,the internal management system lacks completeness,law enforcement efforts are insufficient,operating mechanisms are rigid,funding is insufficient,and policy implementation is not in place.At the same time,in terms of legislation and institutional construction,relevant legal provisions and systems need to be further modified and improved.After in-depth analysis and exploration of the management system of state-owned forest farms in pilot provinces such as Hunan,Jiangxi,and Gansu,Jilin Province can draw lessons from it,such as clarifying its functional positioning,adhering to high-level promotion,coordinating and cooperating with multiple government departments,innovating forest resource management and protection mechanisms,and exploring government procurement services,in order to achieve better management results.Finally,this article proposes countermeasures and suggestions for the deepening reform of the management system of state-owned forest farms in Jilin Province,mainly including the following points: firstly,in the construction of forest farm management institutions,reasonable setting of management institutions and clear functional positioning;Secondly,in terms of forest farm resource management,fully mobilize social resources,expand diversified management methods,and form a good operating system;Thirdly,in terms of internal management of forest farms,optimize relevant internal management systems and improve personnel selection and appointment mechanisms;Fourthly,in terms of forestry legal management,governing forests with the law and safeguarding forestry rights and interests in accordance with the law;Fifth,in terms of forestry policies and financial support,effectively implement supporting policies,provide forestry financial support,and optimize technical equipment.By proposing countermeasures and suggestions at different levels,we can provide effective guarantees for deepening the reform of forest farm management system and promote the sustainable development of state-owned forest farms. |
