The Circulation Of Cultivated Land In Yuechi Under The Background Of "Three Rights Separation" Problem Study

The reform strategy of "Three Rights Separation" of rural land in 2013 It was first put forward at the central rural work conference held in 2003,which opened a new chapter for the reform of rural land system in China.Land reform has also been gradually promoted from some experiments to an orderly way.In October 18,2017,President Xi Jinping put forward the development strategy of "Rural Revitalization" in the report of the nineteen National Congress of the Communist Party of China,pointing out the direction for China’s rural development.Yuechi County is a large traditional agricultural county.Through the study of the cultivated land transfer in Yuechi County,the problems existing in the current cultivated land transfer in Yuechi County can be solved effectively,which will have important reality in solving the main problems that currently perplex the development of Yuechi rural industry,increasing farmers’ income,promoting the healthy development of Yuechi industry,and laying a solid foundation for the Rural Revitalization of Yuechi County Significance.Based on the theory of land rent and land price,scale economy,principal-agent theory and land property right system,this paper collects the research results of famous scholars at home and abroad on land transfer and rural industrial development through reading a large number of documents,so as to clarify the thinking and direction for the study of the problems of land transfer in Yuechi County;through a large number of collection statistics,social security,land and resources,agriculture,civil affairs and other aspects of the data for this paper to provide data support.Starting from the analysis of the social and economic situation of Yuechi County,it is found that the rural permanent population in Yuechi County is decreasing year by year,the urbanization rate is increasing,the social economy is developing at a high speed,the rural economy is growing steadily,but the agricultural advantage is not obvious,the income gap between urban and rural areas is increasing,the utilization rate of rural arable land is low,far below the national average level,etc.;at the same time,combined with the characteristics and impact of the cultivated land circulation in Yuechi County in recent years Through in-depth analysis of relevant factors affecting the transfer of cultivated land,it is found that there are problems in the transfer of cultivated land in Yuechi County,such as scattered plots,restricting the transfer of cultivated land,large regional differences in price and transfer degree,lack of intermediary market for the transfer of cultivated land,ineffective government guidance,imperfect social security system,etc.,which to a certain extent affect the transfer of cultivated land,and put forward some risks faced by the current transfer of cultivated land;finally By learning from the advanced experience and practice of cultivated land transfer in developed areas and the problems existing in Yuechi cultivated land transfer,this paper puts forward relevant suggestions.Through careful analysis,the following suggestions are put forward: first,to set up a special regulatory body to strengthen scientific coordination,which can effectively supervise the behaviors of both sides of the cultivated land circulation and protect the legitimate rights and interests of both sides of the cultivated land circulation;second,to establish a corresponding mechanism,which can ensure that the circulation procedures are legal and compliant,prevent the loss of government funds,and meet the different needs of different farmers for the circulation of cultivated land;third,to establish cultivated land In the case of marketization of the whole transfer behavior,the government intervenes moderately to ensure the maximization of market benefits;fourthly,by improving social security,we can solve the worries of rural pension.The fifth is to formulate the "land vacancy tax",which can increase the enthusiasm of farmers for farmland transfer;the sixth is to promote the development of rural industry scientifically,promote the circulation of farmland with industry,and form a virtuous circulation mode of "farmland → rural industry → farmland → rural industry",so as to lay a solid industrial foundation for the realization of Rural Revitalization in Yuechi County.
