| The improper use of traditional biomass energy threatens the health of users,consumes a lot of labor to obtain energy instead of engaging in agricultural production and other activities,destroys the ecological environment,eventually increasing the vulnerability of farmers’ livelihood capital,and dragging the originally non-poor people into poverty,or solidify the poverty of the poor.As a clean energy that can be developed and utilized in rural areas,biogas energy can achieve both pollution control and energy resource utilization,and alleviate the prominent contradictions between rural economic development,energy demand and environmental protection.Strengthening the construction of rural biogas in poverty-stricken areas,and promoting "energy poverty alleviation" are in line with the concept of green poverty reduction and play an important role in improving farmers’ livelihood capital and realizing rural revitalization.At present,many research results have confirmed the economic,ecological,and social benefits of rural biogas from a macro level.From the micro perspective of farmers,there is relatively little research to explore the impact of rural biogas on the livelihood of rural households and to quantitatively evaluate the green poverty reduction effect of rural biogas.Therefore,it is necessary to deepen the relevant theoretical and empirical research on poverty alleviation of biogas in rural areas,make up for the lack of related research on energy poverty alleviation,and provide a supporting basis for further promoting rural energy construction.Based on the sustainable livelihood analysis framework,this paper first constructs a theoretical analysis framework for the poverty reduction effects of rural biogas,and discusses the impact mechanism of rural biogas on farmers’ livelihood capital;secondly,taking the poverty alleviation engineering of centralized biogas supply in Bazhong as an empirical research object,this paper evaluates and analyzes the livelihood capital status of farmers before and after the implementation of engineering by constructing an index system;then,the double difference method is used to quantify the impact of poverty alleviation engineering on the livelihood capital of farmers in Bazhong,so as to evaluate the net effect of rural biogas on poverty reduction;finally,aiming at the problems existing in poverty alleviation engineering and combining the results of empirical analysis,relevant suggestions are put forward to promote the construction of rural biogas.Through the combination of theoretical analysis and empirical research,this paper draws the following conclusions:(1)The construction of the poverty alleviation engineering of centralized biogas supply in Bazhong has a good response,but the project management and technology development need to be improved;(2)from 2016 ~ 2018,the total livelihood capital of farmers in Bazhong showed an increasing trend,and the livelihood situation of farmers was improved;(3)the poverty alleviation engineering of centralized biogas supply in Bazhong has a significant poverty reduction effect.The poverty alleviation project significantly increases the natural capital,physical capital,and human capital of farmers,and then,has a positive impact on the farmers’ total livelihood capital;(4)the poverty alleviation engineering of centralized biogas supply in Bazhong has a positive effect on the financial capital and social capital of biogas supply farmers,but the effect is not significant.In view of this,from the perspective of increasing the livelihood capital of farmers,this article puts forward the following suggestions for biogas poverty alleviation.Firstly,accelerate technological innovation and increase the accumulation of natural and physical capital;secondly,standardize the management of biogas projects to ensure the safety of human capital;thirdly,promote the market-oriented operation of the biogas business to increase financial capital;lastly,improve the biogas service security system and improve the society capital conditions. |
