The report of the 19 th National Congress of the Communist Party of China pointed out that my country’s economy has shifted from a stage of rapid growth to a stage of high-quality development.As the main body to promote China’s economic progress,land can have an important impact on regional economic output.Therefore,in the process of promoting high-quality economic development,it is necessary to strengthen urban scientific planning,especially to optimize the allocation of land resources.Land has the two natural attributes of limited quantity and fixed location.In order to obtain the maximum benefit from limited land resources,the distribution of land for different uses is particularly important.Among them,the resource allocation of land between cultivated land and construction land is the current land.At present,many studies on the impact of land on the economy are based on the direct use of land as a factor of production.Combined with the socialist system of land in China and the special impact of land on the Chinese economy,the land and other factors of production and economic output are divided into agricultural sectors and non-In the agricultural sector,the production functions of the agricultural sector and the non-agricultural sector are constructed separately,and the effects of cultivated land and construction land on the economic value added of the agricultural sector and the non-agricultural sector are discussed separately,so as to explore the growth mechanism of land allocation on regional economic output.When calculating the value of cultivated land,this paper not only considers the economic value of cultivated land,but also considers the external value of cultivated land,namely ecological value and social value.The marginal benefit functions of cultivated land and construction land are obtained respectively.According to the equal marginal benefit of the two sectors of land Theoretically,the optimal scale of Pareto arable land is obtained.Theory shows that land,like capital stock and labor force,has a promoting effect on economic output.In terms of empirical research,this paper uses the city data of 31 provinces across the country as a sample to obtain the economic output functions of the agricultural and non-agricultural sectors,and finds that cultivated land and construction land have an impact on the agricultural and non-agricultural sectors,respectively.Economic output has a positive effect.Deriving its output function and calculating the marginal benefit of cultivated land is smaller than that of construction land,and the gap between the two is increasing year by year.Using matlab software to calculate the optimal scale of Pareto arable land when the marginal benefits of the two departments are equal,it is found that the optimal scale of arable land shows a decreasing trend year by year.Secondly,on March 5,2021,Premier Li Keqiang delivered the "Government Work Report" at the 13 th National People’s Congress,which specifically emphasized the issue of food security.The "Report" clearly stated that this year’s grain output should be maintained at 1.3 More than one trillion catties,during the14 th Five-Year Plan period,strictly adhere to 1.8 billion mu of arable land,and improve the construction standards and quality of high-standard farmland.Therefore,the optimal scale of arable land should be restricted by food security.In order to further analyze and study the allocation loss between cultivated land and construction land and its reasons,the marginal benefit function of cultivated land,the marginal benefit function of construction land,the scale of existing cultivated land,the scale of cultivated land under food security,and the maximum Pareto cultivated land Optimize the scale,measure the loss of land resource allocation efficiency,the efficiency loss of departmental scale,and the efficiency loss of departmental income gap,and explore ways to optimize under different types of efficiency losses.The results show that the efficiency loss of my country’s poor sector scale is increasing year by year.There are two main reasons.One is that the difference between my country’s existing arable land and the arable land under food security is increasing year by year,and the other is the margin of arable land.The gap between benefits and the marginal benefits of construction land has widened.Although the efficiency loss of my country’s sectoral income gap has declined year by year after 2010,the efficiency loss of land resource allocation has still not decreased.The increase in the marginal benefit of cultivated land and the marginal benefit of construction land will not only directly lead to an increase in the loss of land resource allocation efficiency,but also affect the rapid decline of the optimal scale of Pareto cultivated land.The scale of existing cultivated land is the same as that of Pareto optimal cultivated land.The widening gap between the two countries indirectly leads to an increase in the loss of land resource allocation efficiency.Therefore,when optimizing land allocation,priority should be given to improving the marginal benefits of cultivated land,and secondly,the scale of construction land should be appropriately expanded under the premise of ensuring food security to improve economic benefits.
