| With the acceleration of urbanization,China’s arable land resources continue to decrease,natural disasters occur frequently,the international situation changes rapidly,and food security alarms are ringing.In recent years,in the face of the imbalance of the territorial spatial pattern,the inefficient use of resources,and the deterioration of the ecological environment,the country has proposed to comprehensively upgrade the territorial spatial governance system and modernization level of governance capabilities,and plan the territorial space.As the fundamental path of its realization.Among them,the optimization of the layout of permanent basic farmland is an important part of the implementation of land space use control.However,in reality,there is still a lack of systematic and in-depth research on the causes of conflicts in the optimization of permanent basic farmland layout,conflict diagnosis,conflict coordination strategies,and conflict resolution.Carrying out conflict research on the optimization of the layout of permanent basic farmland is an important way to solve the current problems in the optimization of the layout of permanent basic farmland,and it is also an urgent task in the preparation of current territorial and spatial planning.On the basis of previous studies,this paper is guided by solving practical problems from the perspective of Territory spatial planning,and studies the core issues in the optimization of the layout of permanent basic farmland at the city and county level,focusing on the main planning and utilization of land use.Conflict problems caused by inconsistent farmland orientation,combined theoretical research and policy measures,proposed conflict coordination strategies,and constructed a set of methods suitable for the layout of permanent basic farmland in cities and counties,and optimized the quantitative and positioning of conflicts in the layout of permanent basic farmland.Governance provides useful reference.The main content and results of the thesis research are as follows:(1)The suitability evaluation of permanent basic farmland is the basic prerequisite for the optimization of the layout of permanent basic farmland.In response to the requirements for permanent basic farmland delineation,the corresponding indicators were selected,the evaluation system was established,and Guixi City,Jiangxi Province was used as an empirical research area,effectively dividing the suitable space for permanent basic farmland in Guixi City,and it was concluded that the most of 49841.51 hectares of arable land Permanent basic farmland can be deployed in 49143.2 hectares of suitable areas,which supports the natural resource endowment conditions and comparative advantages of the optimized layout of permanent basic farmland.(2)LFA(Logical Framework Method)was used to diagnose and analyze the conflicts in the optimization of the layout of the permanent basic farmland in Guixi City.Focusing on the analysis of conflicts with ecological protection red lines,urban development boundaries and mineral resources,etc.,based on the analysis of the causes of conflicts,the results of conflicts are predicted,and reasonable conflict coordination strategies are proposed based on the characteristics of various conflicts and different manifestations.Space optimization control rules.LFA qualitatively analyzes the conflicts in the optimization of the permanent basic farmland layout,and provides certain ideas for the actual operation and policy formulation of the current work.(3)GIS spatial overlay analysis method is an important technical means to optimize the layout of permanent basic farmland.In order to solve the separation of scientific cognition and decision-making management in previous studies,this study uses GIS analysis to directly identify the spatial location of various conflicts based on the results of suitability evaluation,and combines the conflict coordination strategy of LFA analysis to analyze the main conflicts that exist.Quantitative and spatial expression,under the task of permanent basic farmland,completed the optimization of the layout of 45120.24 hectares of permanent basic farmland in Guixi City,strictly controlled the rigid bottom line of development,and promoted the coordinated and sustainable development of the regional economy and society. |
