| In order to serve modern economic society,implement the concept of sustainable development and further improve air quality,The Plan of Clean Winter Heating in north China(2017-2021)requires that rate of clean heating in key cities(the Beijing-Tianjin-Hebei region and surrounding areas)should be at least 90 percent in urban area,at least 70 percent in county seats and urban and rural areas and at least 40 percent in rural areas by 2019.Then the rate of clean heating should be at least 100 percent in urban area,at least 80 percent in county seats and urban and rural areas and at least 60 percent in rural areas by 2021.And beyond that,the Hebei province in the thirteenth five-year plan of national economy and social development in Hebei province clearly put forward that replacing the fossil energy with natural gas must be promoted vigorously.Under this strategy,the " energy revolution of replacing coal by the natural gas" in rural areas of northern China developed as like blowout.With a lot of quality and safety problems,therefore,it is required to do a good job in quality management of " energy revolution of replacing coal by the natural gas" in rural areas project to ensure project construction and subsequent equipment.This thesis combs the process and characteristics of quality management of " energy revolution of replacing coal by the natural gas" project of NJ county.Then,using some relevant theories and pointing out some views of quality management,from the early stage of the quality management,design quality management,construction stage of quality management,material supplies quality management and quality management operation and maintenance phase analysis the whole process of system.Establish the assessment indexes system and model for the product life-cycle management of rural " energy revolution of replacing coal by the natural gas",solidify the comprehensive evaluation process.Then take the NJ Country project of Xingtai as an example,verify the practicality and effectiveness of the evaluation index system,find out the weak points of the quality management process of the NJ Country project,provide experience for the follow-up projects,but also put forward improvement direction for the project.Firstly,literature research and expert interview were used to screen out the evaluation indexes of quality management of rural " energy revolution of replacing coal by the natural gas" project.Then experts were invited to analyze the weight of each index,and then analytic hierarchy process was used to determine the weight of each evaluation index of rural project of " energy revolution of replacing coal by the natural gas",and a fuzzy comprehensive evaluation model was established to invite experts to evaluate and score the project management in NJ County.Finally,the fuzzy mathematics method is used to scientifically evaluate and analyze the project quality management.In this thesis,through the study and evaluation of the rural " energy revolution of replacing coal by the natural gas" project in NJ country,it is found that the overall quality management evaluation grade of the project is qualified,and the evaluation score is low.Through the analysis,I put forward the following rectification directions: First,from the technical level,according to the technological process of the project,we must find out the key points of quality control and clear technical standards.Secondly,establish a relatively perfect quality management system,and pay special attention to the design of feedback mechanism in the system.Finally,it is necessary to have a relatively perfect management evaluation system to timely find the problems in the management system so as to make adjustments to the management system in season. |
