| Shiping County is located in the west of Honghe Prefecture,Yunnan Province.Agricultural production accounts for a large proportion of the county,and traditional agriculture still occupies a major position.Shiping County grows 400000 mu of crops all year round,including more than 100000 mu of early rice,92000 mu of corn and64000 mu of wheat.In 2020 alone,Shiping County will produce nearly 100000 tons of crop straw.Crop straw is a multi-purpose renewable resource.Increasing the recycling of straw is conducive to improve agricultural comparative benefits,optimize energy structure,reduce harmful gas emissions and protect the ecological environment.Although the crop straw yield in Shiping County is large,there are still problems that the comprehensive utilization level of straw is not high,and some resources have not been fully utilized.Therefore,it is of strategic significance to investigate the current situation of comprehensive utilization of crop straw in Shiping County,analyze and study the original model,so as to provide strategic planning suggestions for comprehensive utilization of straw,so as to promote the improvement of ecological environment,construction of living environment,Rural Revitalization and overall economic development of Shiping County.Based on this,this paper mainly carries out the following research.Firstly,this paper collects the data of crop yield,sowing area and straw resources in Shiping County by means of straw resources account,books and network of the Ministry of agriculture and rural areas,and determines Shiping County as the research object;Then the author went to the agricultural and rural science and Technology Bureau of Shiping County,agricultural environmental protection and rural living environment workstation of Shiping County and other functional departments for policy inquiry and data collection;After that,we visited and investigated nine Township agricultural service centers in Shiping County and checked the information in nearly three months to understand the crop planting,straw production and utilization in each township.Then,through literature research and scientific evaluation methods,this paper makes a comprehensive analysis on the "five modernizations" utilization of crop straw by local enterprises and farmers,as well as their enterprise operation and farmers’ utilization level;The study found that there are some urgent problems to be solved in the development of straw comprehensive utilization in Shiping County,such as imperfect policy management system,unstable straw resources,imperfect collection,storage and transportation system,weak scientific and technological research and development,too single local way of straw utilization,and the overall utilization effect is not ideal.Then,in view of these problems,combined with the specific examples and relevant data of Shiping County,this paper makes a comprehensive analysis of the current straw resource reserves and potential.In order to make the research more targeted,this paper analyzes and dissects the typical demonstration cases of Shiping County,so as to lay a theoretical and ideological foundation for putting forward the development strategy and development plan of comprehensive utilization and optimization of straw in Shiping County.Finally,after only two years of grass-roots research in Shiping County,the author puts forward practical solutions to the existing problems and refers to the existing cases,truly combines practice and theory,formulates and completes the practical and feasible optimization policies and schemes in the future,and compiles the "14th five year plan" for the comprehensive utilization of crop straw in Shiping County,which has been adopted and issued by the Bureau of agriculture,rural areas,science and technology of Shiping County.To sum up,through the research of this paper,it will not only provide a highly operable implementation scheme and construction planning for the future development of comprehensive utilization of crop straw in Shiping County,but also provide a reliable reference for the formulation of Comprehensive Utilization Policies of crop straw in other similar areas,and then provide an effective and real theoretical basis for the sustainable development direction of rural construction,which has important theoretical value and practical significance. |
