With the progress and development of science and technology, the incessant innovations of new media challenge as well as changing the old media. Books also suffer from the impact from the new media of all kinds which have brought about the means and methods of transmission. Thus, the market of book consumption shift from mainly "reading books" to "reading picture" as a main way, in which background the picture book sees its development. As a brand-new and unique book category, the picture book was introduced from Japan to Taiwan, then into the mainland. But as a new form in the book market, the concept of the picture book is often misunderstood, and even confused with some other concepts.Therefore, beginning with the connotation of the picture books in the initial stage, this study conducts a comparative study between the picture book and other types of painting, and draw the conclusion that the picture book is specially referred as the kind of book which contains mainly the picture and with which it tell the stories. Of the present comparative study of the picture book, most of all are from the perspective of children’s education, educational psychology or the introduction of classic picture book. Hence, this study illustrated the historical and cultural origin as well as the change and the development of the picture book in Taiwan and the mainland as the breakthrough point.Taiwan and the mainland have the same cultural and historical background, and share the similar life background, customs, geography as well as the environment. However, in the field of the modern picture book, they develop in separate ways. Based on this, this paper conducts a research on the complementary word-picture-based form of books in ancient China, and further on the change and development of the picture book in Taiwan and the mainland under the background of the same culture and the rapid development of science and technology but under different social environment, so that the art of the modern picture book in both Taiwan and the mainland can respectively blossom out different artistic styles and works demonstration.And through the comparative analysis, the paper summarizes their respective developmental features and experience, so as to further explore how to proceed the deep development of the picture book in Taiwan and the mainland in the process of reference and learning, and establish the respective developmental direction of the modern picture book, and reflect on the challenges and problem it faces, in order to provide the referential data and basis for the progress and the development of the modern picture book in Taiwan and the main land.
