| As an important part of urban ecosystem and urban landscape,park can not only provide public open space for citizens’ entertainment,leisure,fitness,shelter and other tings,but also have a variety of ecological effects such as adjusting local microclimate,maintaining urban ecological balance.In addition,the city park is also a window to show the local urban details and characteristics to the outside people.With the steady progress of China’s reform and opening up,the development of the city,the spiritual and cultural needs of citizens promote the transformation of urban parks from closed to open management.By the end of 2019,most urban parks in China have achieved zero threshold access to the public.Open park has brought many problems and challenges to managers.Restricted by multiple factors such as financial level,population quality and governance ability,Urban parks especially in the central and western regions,are facing the trap of "Tragedy of the Commons".The C Park in Changsha is located in the central region of China.Combined with the related theories of public product theory,new public management theory and multi center governance theory,this paper summarizes the current situation and management problems of C park management,deeply explores the reasons behind the dilemma,and systematically puts forward the management optimization strategy of C Park in Changsha based on the successful management experience of urban parks in the United States,New Zealand and Shenzhen.In order to ensure the high-quality supply of the quasi public goods,the future management of the park must be promoted from the perspective of multiple co governance,and the government and the market should implement the principle of common sharing.As the main body,the government should continue to improve its work style and efficiency,and the holders of public resources should also complete the "payment" of users with a variety of new technologies.Only when the government and social forces jointly build,manage and share can we solve the the contradiction between individual rationality and collective rationality in the supply of quasi public goods. |
