With the continuous improvement of China’s international status,China has gradually become the focus of international attention. The annual Government Work Report(hereinafter GWR),as one of China’s most authoritative external publicity materials,is not only an important window for foreigners to comprehend China’s policies, but also an important way for China to carry out cultural communication and enhance its influence. However, the linguistic differences between Chinese and English and the cultural differences between China and foreign countries, have brought great difficulties to translation. The English translation of the GWR has been translated by the Central Compilation Bureau and has a high standard.Selecting its translation for research is of certain guiding significance for the researchers who do studies on political text translation. This thesis makes a comprehensive analysis of the translation of the report on the work of the government from the perspective of Intercultural Communication, and innovatively introduces the 5W theory of Intercultural Communication into the translation of political texts.5W theory includes five elements: communicator, communication content, communication channels, the audience and communication effects and those five elements are interrelated and mutually restricted, and constitute the process of intercultural communication together. In the process of the translation of political texts, under the guidance of the 5W Intercultural Communication theory, the above five communication elements correspond to the translator, translation content, translation strategy, the audience of translation and translation effects. The translation of political texts from the perspective of Intercultural Communication puts forward different requirements for the five elements in the translation process.First, the translator must give full play to his subjective initiative and choose an appropriate method to deal with the source text.Secondly,in view of the foreign translation of the political text, the translator must have an accurate grasp of the source text and the translation content must be consistent with the original content, with accuracy and political characteristics.Thirdly,in the translation process, the translation strategyshould be diversified, and different translation strategies should be adopted for different text features.Fourthly,as the main part of the entire communication process, the target audience of the translation is not only readers in professional fields, but also a large number of ordinary people. Therefore,we must take into account the reading needs of different readers. Finally,we must fully consider the reader’s acceptance of the translation,so as to enhance the effect of the external communication of the translation. This thesis will conduct a systematic and comprehensive study of the five elements in the translation of political texts from the perspective of Intercultural Communication and a large number of translation examples in the 2019 Government Work Report will be used for analysis. From the perspective of Intercultural Communication, this thesis will conduct research on the translation of the GWR,analyze the constraints in the publicity of the GWR,and discuss how to translate appropriately according to the characteristics of each factor of communication. The purpose of this thesis is to improve the translation of such texts, enhance its international influence and communication effect and provide an interdisciplinary perspective for the translation of political texts.
