Research On The Construction Of Public Cultural Service System In Urumqi

The 18th National Congress of the Communist Party of China(CPC),the 19th CPC National Congress and the 2018 National Propaganda Conference called for "improving the public cultural service system".At the 2nd Central Panel Discussion on Xinjiang,General Secretary Xi Jinping once again stressed the importance of improving the public cultural service system,strengthening the construction of grass-roots venues and facilities,and inspiring the love of Xinjiang among all ethnic groups.With the social stability and economic development of Xinjiang,Urumqi has made continuous progress in economic and social development.Urumqi municipal governments at all levels continue to increase investment in capital,technology,talents,etc.by holding Mass symposiums,expert argumentation meetings,special conferences and other ways,they are seeking ideas and methods for the construction of the public cultural service system in many ways,so that the construction of the public cultural service in Urumqi is constantly welcomed New achievements.This paper takes the public cultural service system of Urumqi as the research goal,through the methods of literature analysis,field investigation and interview,to understand and grasp the development status of the construction of the public cultural service system of Urumqi,and find out the problems: first,the supply of public cultural products is insufficient;second,the layout of cultural service facilities is unreasonable;third,the lack of professional management and The fourth is the lack of professional skills.To explore the causes of these problems,mainly include: vague positioning of the main body of public cultural services;lack of public cultural service system and mechanism;imperfect legal policies of public cultural services;government departments neglect the construction of public cultural facilities.In view of the above problems,this paper puts forward some practical countermeasures and measures: first,to define the function of the government and enhance the consciousness of the service subject;second,to establish and improve a series of rules and regulations of public cultural service;third,to increase the construction of public cultural service facilities and the supply of cultural products;fourth,to build a modern public cultural service system with balanced development;the expectation is to improve the system Construction provides effective ways and methods,practical solutions with reference significance,and helps Urumqi speed up the construction of public cultural service system in the new era.
