After its independence,India basically inherited the British and Indian colonial policies in dealing with the relations with other south Asian countries,and took the national security of India and the security of the whole subcontinent as a strategic whole to develop the relations with south Asian countries,which were essentially regional hegemony.When India realizes the dominant strategy in South Asia,it carries out different strategies to different countries.For the Himalayan countries,India pursues an "absolute security" in which it has basic or absolute control over their internal and external affairs through military,political and economic means and prevents them from developing relations with other major powers.India has different control over Bhutan,Nepal and what used to be Sikkim.This paper intends to take Bhutan as an example and try to reveal the practice of "absolute security concept" in India in South Asia by examining the relationship between India and Bhutan in Nehru period.India has established a "special relationship" with Bhutan through a series of treaties,controlling Bhutan’s internal and external affairs.India has helped Bhutan to formulate and implement the "five-year plan" through economic subsidies,military material assistance,education and training.Bhutan has deepened its dependence on India in terms of politics,economy,culture and security.Bhutan has not given up its pursuit of independent diplomacy.The China factor is central to the "absolute security" of the Indian region.By taking control of the Himalayan countries,India has recreated the "Himalayan security chain" once existed by the British colonists,which forms a kind of strategic suppression on the security of China’s Tibet region.Bhutan,as a member of the United Nations,is unable to establish diplomatic relations with countries other than India,which is a wonder of modern human civilization in the 21 st century.The Indian factor has always been a constraint on the border negotiations between China and Bhutan,which has become a potential incentive to affect the stability and border security of China’s Tibet region.
