The Discussion On Representative System Reformation During Reconstruction Conference

During reconstruction conference in 1925,china had tried to re-establish constitutional government and rebuild politics democracy via summoning national congress.Through the old parliament struggled to maintain its existence by arguing about legalism,most citizen decided to abandon it not only due to its Immorality,but also political interests and the distrust to modern western civilization along with their system.During the reconstruction conference,powerful factions and common citizens raised many proposals in order to achieve genuine democracy,among which,professional representative system and committee were discussed and became influential.Professional representative system was the parcel part of Sun Yat-sen’s national congress proposal.He practiced the idea successfully before and his proposal earned a lot of public support.Tuan Chi-jui had to respond him by adding similar regulations in Tuan’s national congress proposal,which were criticized as impractical.While in the west,professional representation is a plan advanced by guild socialists to fit pro-industrial revolution era situations so that "economical democracy" as well as labor rights shall be ensured.However,china was underdeveloped.With education popularization in a low level,political knowledges and consciousness of political participation were hard to spread among people.This is why regional representation was hard to connect people with politics democracy and lead to "rogue politics" at the first 10 years of People’s Republic of China.The discussion of professional representation during reconstruction conference meant to select elites of citizen to participate in politics effectively and to create some proper organizations to reconnect people with politics.In all,this was a misread and local-transform for western institution.Committee meant to solve problems caused by cabinet and presidential systems disfunction.Still,people questioned such system for compromising to warlords.Although designed to prevent dictatorship,it was easily lead to dictatorship for lacking balancing methods.Committee system was widely discussed due to Feng Yuxiang’s support.Inter provincial autonomists regard committee system as an ideal political system for central government.Mean while south-western warlords use committee system as a tool to show their standpoint for independent from an autocratic center so that they can set pressure on Tuan Chi-jui.However,their proposing was disregarded on the conference and criticized among the public.
