Research Of Rural Cooperation Committee Of Jiangxi Province

From the late 1920s to the early 1930s,years of natural disasters and social unrest,as well as the economic oppression of the foreign powers,led to the bankruptcy of the producers and operators in Jiangxi’s rural areas,and the farmers’ lives were miserable.At this time,the Communist Party of China carried out the agrarian revolution with vigour and vitality in the countryside of Jiangxi,and set up various mutual aid cooperatives in the Soviet area.In order to resist the agrarian revolution of the Communist Party of China and relieve the dilapidated countryside,the national government began to carry out the cooperative movement in Jiangxi,and established the rural cooperative undertaking system with the provincial rural cooperative committee as the core.After the establishment of rural cooperative committee of Jiangxi province,the organizational system has been improved continuously through many adjustments,including refining the internal division of labor of the committee,standardizing the organizational framework of the cooperative guidance office at the county level,and setting up a district commissioner office as a representative agency to exercise functions and powers in each district on behalf of the provincial rural cooperative cooperative committee.At the same time,the provincial rural cooperative association is actively planning and guiding the rural cooperative undertakings of Jiangxi Province.Before the outbreak of the full-scale war of resistance against Japanese aggression,cooperatives were organized to issue cooperative loans to help farmers resume agricultural production and further develop the rural economy.After the outbreak of the war of resistance against Japanese aggression,the provincial rural cooperative association adapted to the new situation of the war actively,shifted the focus of rural cooperation in Jiangxi province from financial lending to developing production,supporting the war of resistance against Japanese aggression and cooperating with the economic control policy of kuomintang,and organically combined the cooperative movement with the war of resistance against Japanese aggression and the founding of the country.With the implementation of the new county system,the national government combined the cooperative movement with the baojia system,reorganized cooperative organizations and cooperative organs at all levels,and the provincial rural cooperative association was cancelled and reorganized as Jiangxi cooperative enterprise management office.Under the leadership of the provincial rural cooperation committee,the government’s will of cooperation has been carried out,and the cooperative movement in Jiangxi province has made considerable achievements,not only the rural economy has been restored and a certain development,but also promoted the reform of rural society.However,as the provincial rural cooperative committee is the guiding organ of the cooperative cause under the control of the government,it is deeply affected by the wartime environment and the government’s decision-making,lacks of cooperative funds,lacks of self-positioning,and lacks of thorough investigation on the rural society in Jiangxi,so it cannot solve the fundamental problems of the rural society.
