Tourism protection and development of historical and cultural blocks are the common requirements of historical and cultural heritage protection and sustainable development of cultural tourism in blocks.It can be seen from the outline of the 14 th Five-year Plan that the state attaches more and more importance to and hopes to build national tourism and leisure blocks with distinctive cultural characteristics.How to protect the historical and cultural blocks with profound cultural resources has become one of the key research points of the state.The protection of old historical and cultural blocks rich in urban cultural heritage resources needs to be paid attention to in the process of urbanization in contemporary China.However,it is difficult to achieve the purpose of protecting the historical and cultural heritage of the block and the sustainable development of the block only by relying on static protection.Therefore,it is necessary to carry out tourism protection and development to promote the transformation and upgrading of historical and cultural blocks.Based on the collected historical and cultural blocks and tourism at home and abroad on the basis of related literature and works,first define the connotation of the historical and cultural blocks conservation and development of tourism,and then puts forward the historical and cultural blocks mode of resource protection and development of tourism,based on the text brigade fusion theory in the historical and cultural blocks such as the role of protection and development of tourism in this paper,the theoretical basis.Finally,based on the relationship between tourism protection and tourism development and the model of tourism protection and development of historical and cultural blocks in the process of tourism,the evaluation criteria of tourism protection and development are proposed.Based on Lotus Street-Baihuazhou historical and cultural blocks as the research object,based on the historical block protection and brigade fusion important background,combining with the above put forward the historical and cultural blocks conservation and development of tourism of evaluation standard,use block urban cultural heritage protection and development of tourism and neighborhood residents on block tourism perception of the situation,Then the user comments are used as the analysis text to study the subjective perception feedback of tourists,and combined with field research to analyze the status quo and existing problems of the tourism protection and development of Lotus StreetBaihuazhou historical and cultural Block.Among them,the problems existing in the protection of block tourism are as follows: for the protection and development of material cultural heritage tourism,the landscape features are seriously damaged,and the traditional houses lose their functions;The number of time-honored brands decreased,and the new buildings lacked heritage;Spring pool protection is not in place,spring water system is not perfect;Imperfect participation mechanism and unimpeded participation channels;For the tourism protection and development of intangible cultural heritage,there are problems such as the existence of intangible cultural heritage,the importance of famous official culture and the lack of cultural memory of old Jinan.The problems existing in the development of block tourism are as follows: the commercial form is single,the regional characteristics are difficult to reflect,the block function is disorganized,and the management is more difficult;Cultural connotation to be excavated,tourism products homogenization;Service awareness is not strong,service level to be improved.Through the analysis of the above problems,some suggestions are put forward for the protection and development of tourism in the case.The countermeasures of this paper include three parts.One is the countermeasures of tourism protection,including protecting the integrity of the fabric of the block and reproducing the natural features of the block.Explore the value of commercial brands,encourage the revitalization of commercial time-honored brands;Strengthen the management of spring water system and enhance the influence of spring culture;Strengthen protection publicity,enhance the public protection consciousness;Second,the countermeasures of tourism development,including: adjust the block format,improve the characteristics of the block;Good tourism management mechanism,smooth public participation channels;Improving infrastructure and public service systems;Innovate tourism products and enhance regional cultural individuality;Enhance service awareness and improve service quality.Third,the author tries to construct the concept of "Old Jinan" style leisure artistic conception block in Qushuiting Street,in order to reproduce the cultural memory of "Old Jinan" market and construct the old Jinan style leisure artistic conception block.
