The National People’s Congress is the fundamental political system of our country,the administrative organ of the state、adjudication organ and procurator organ are all coming into being from NPC,they should be responsible for the NPC and be supervised by the NPC.The right to address inquiry is the important method of the supervision from the NPC.When the members of the NPC feel serious dissatisfaction to the administration,or find the illegal behaviors of the administration,and the country and society suffer heavy losses,the members of NPC have rights to use the measure of proposal of inquiry to initiate the procedure of inquiry.Exercise effectively of inquiry can supervise the behaviors of the administration powerfully.But,the condition of the operation of inquiry is unsatisfactory,the concentration is that the rates of filing、formation and efficiency are low.By means of observation and analysis we can find.that the power of inquiry of NPC is useless long-term,the main reasons of it are that construction of the members of NPC is unreasonable,the system of inquiry is imperfect and the constraint of the traditional concept.Therefore,if the power of the inquiry will be working normally,the construction of the members of NPC should be adjusted,the members of the standing committee of NPC should be optimized,the stipulations of the inquiry should be completed,include that the right of the proposal of inquiry should be usual,extend the time of the meeting of NPC properly,establish the system of inquiry by verbal,reduce the demand of the quantity of the members filed the bill of inquiry,complete the procedure of reply,make clear the legal consequence of the person in charge,establish the system of publicity of the consequence of inquiry,relieve the constraint of the traditional concept,use the methods of training and advertising to comprehend,understand and wield the right of inquiry by NPC members.
