| Civil servants over the years has been the focus of social concern,and its entry in the difficulties,income level,welfare,responsibilities and rights of the severity,social influence have been extensively concerned by the whole society.In fact,in recent years,people mainly criticize the attention on civil servants,much contention on the civil servants’ high income,corruption and practical access about the local civil servants.However,in local level,the living conditions of civil servants are gradually deteriorated.The responsibility is both heavy and accountable,and transactional work is extremely heavy,and corresponding to the power,the level of income is not satisfactory.These also lead to the gradual retreat of the civil service,and even the rising of resignation of civil servants.So is there a way to ensure the civil servants responsible,and to effectively alleviate the crisis with local level civil servants survival condition? The research on this problem is helpful to analyze the relationship between the civil servants’ rights and responsibilities and their own needs,and to explore the practical methods to solve this problem from the perspective of civil servants.This paper combs and summarizes the current domestic research on the basis of civil servants part-time,responsibility conflict,incentive,health expectation,etc.Taking Minhang District as a case,especially on the status of Minhang District civil servants’ part-time job and personal choice of part-time,it summarizes five kinds of negative influence,the personal selection of civil service,the policy environment,and the dissatisfaction with the level of income,it finds that occupation prospects are not optimistic because of the increase of the number of resignation,continue to part-time job and the pressure of survival.Also,it analyzes the causes of these five kinds of negative influence from the perspective of responsibility conflict.Through our whole country’s civil servants hidden work part-time reality and related restrictions,and drawing lessons from foreign countries on the part of the civil service management approach,this paper analyses the direction of the development of the civil service,and combines the case of Minhang District,and discusses the present situation,necessity and feasibility of the civil service.Our advice is that it should allow part and conditional time job of local civil service.Through strict application,audit and supervision and other management means,the labor service has become a part of the current civil service pay system.And through promoting the remuneration management more systematic,scientific and reasonable,it will eventually eliminate the need for labor services. |
