| This essay is based on the theory of empowerment and did research on the services and strategy of the “Lillte Apple” program of Guangzhou Guangai Social Worker Center in the last three years.This research mainly used the methods of individual cases,literature search,interviewing,engagement observation and so on.The researcher and the study subjects all took part in,practised and probed into the need for support and resultions to problems,as well as understanding the changes and psychological journey experienced by the disabled people before and after the engagement of the auxiliary employment.Therefore,this research,based on the empowerment theory,analyzed the current community situation with the lack of rights of the disabled,studied the limitation and insufficiency of the policy support.The research revealed that,1.welfare reliance shaped the mindset of the weak and give them the popular cultural awareness that “the weak are incompetent”.Though not much welfare,it helped shaping the weaker mindset.Even people with disability have strong sense of inferiority towards “disability” or bias of self attach.The disabled people internalized the role of the weaker,ignored their own rights,abilities,potential and development,hence restrained their self breakthrough in terms of employment;2.Some employment support programs with good concept were mainly designed,planed and executed by the healthy people while the disabled just take part in passively,which does not allow the disabled to be innovative,barely guides the disabled people to design,engage in and share the interest;3.The government guidance does not match with the empowerment theory and mainly emphasizes “management“.When constructing the service support system,the government has not invested enough hardwareswhile the software service ignored the subjectivity and development nature of the disabled;4.the government body that supports the employment treat the disabled as the“defected” which leads to the fact they lack saying in employment.As they are “defected”,therefore they naturally do not meet the needs of the job market.The abilities of the disabled people are stagnate.The traditional opinion that the disabled are incompetent,poor interaction between each sub system in the community,insufficient support of employment,rigid enforcement of the polices,all these factors seriously restrained the possibilities for sustainable development of the disabled people in terms of employment.This essay,based on empowerment theory,incorporating actual needs and insufficient support system,constructed the auxiliary employment support model that is appropriate to the needs of people with disability.When it comes to individual level,the social worker will establish the personalized case model to follow the need by building up relationship with each principal,enhance their self confidence and motivate them to work.Besides,a series of adjustability group training and group mock employment will be provided so the disabled people will have the opportunities to practice the abilities they have gained in individual or group services,which will help them to maintain their working ability.This is considered the process from disempowerment to empowerment.As to social life,it is necessary to build an employment support network which includes the family,friends and employers of the disabled.Social relationship and capital is essential to people.Almost each disabled person has the resources of these three systems,which already exists and is useable at low costs.A strong chain reaction between family,friends and employer will help the disabled people tremendously to enter the job market.From the point of social empowerment,by establishing the role of “working people” for people with disability,letting them engage actively in the community activities as a group（for profit or not）,setting up the image of self reliance to express the needs of cooperation through the government channels,we can achieve the goal of the employment of disabled people and therefore enlarge the job market. |
