| With the rapid development of Internet information technology in China,network platform has become one of the important ways for the public to participate in government governance.Offline emergencies can be quickly fermented and spread through the network platform,forming a major public opinion crisis on the network.The frequent occurrence of Internet public opinion events,on the one hand,reflects the enthusiasm of citizens to participate in government management,is one of the important ways for citizens to carry out social supervision,the solution of social contradictions has found a new way,social emotions have a new outlet,and the Internet platform is becoming an important part of citizens’ life;on the other hand,the frequent occurrence of Internet public opinion crisis reflects the government’s response to Internet public opinion The development of information technology puts forward higher requirements for the government’s network public opinion management.Under the background of Internet era,network platform has become the main way to express people’s opinions and voices.Network platform has the characteristics of rapid spread,diverse information and mixed personnel,which has a great impact on the government’s social governance and administrative decisionmaking.Therefore,under the background of new era and new normal,the supervision and control of network public opinion is the government’s promotion of governance One of the important contents of modernization.This paper takes Fushun women’s Durban incident and Xingtai flood incident as the case study object.By dividing the public opinion incident into four stages,this paper studies the problems and causes of the government’s response,guidance and performance to the public opinion on the Internet in the face of the public opinion crisis from four aspects: the occurrence of the incident,the media action,the government response and the outcome of the incident,and puts forward the corresponding suggestions The strategies and suggestions are put forward,including cultivating new public opinion,improving the response management system,and establishing the feedback mechanism after the event.The specific research content of this paper is divided into the following five parts:The first part is the introduction,which focuses on the background of this study and the related research basis,and has a general understanding of the current situation of network public opinion research.Through the analysis of the current research situation and results,we can find the breakthrough point and perspective for the research of this paper,and accurately solve the problems existing in the research object of this paper;The second part is about the concept of network public opinion and related theoretical basis.It mainly defines the concept,characteristics and influence of network public opinion,and briefly introduces the basic theory that this paper may use;The third part is the comparative analysis and experience enlightenment of typical cases.From many cases of local governments responding to Internet public opinion in China,Xingtai flood event and Fushun women’s Durban event are selected for comparative analysis,to compare the similarities and differences between the two local governments’ response to Internet public opinion,and briefly summarize the experience and Enlightenment of Internet public opinion response at home and abroad;The fourth part is the analysis of the current situation and existing problems of network public opinion governance in China.Through the collection of many typical cases of network public opinion,this paper summarizes and analyzes the current progress of our government’s response to network public opinion,analyzes from the aspects of legislation,institutional improvement,the use of new media,and summarizes the problems and causes of the local government’s response to network public opinion from many cases of network public opinion;The fifth part is the analysis of coping strategies,and gives some suggestions and strategies to deal with the crisis of Internet public opinion. |
