Research On Optimization Of Business Environment Of Urban Grassroots Governments

The business environment refers to the sum of relevant external factors and conditions,such as the government environment,market environment,rule of law environment,and human environment,that’s involved in the process which the market entities are in access,production and operation,exit.The advantages and disadvantages of the business environment have affected the flow of capital,reflected the local economic development,and also reflected the competitive strength of a region.The government departments at all levels have gradually attached importance to the optimization of the business environment in the context of the reform of “decentralization,management and service”.A series of measures have been major deployment of comprehensive competitiveness to create an international,rule-of-law,and convenient business environment.The city’s grassroots government undertakes the role of implementing and implementing the business environment system,and directly provides services to enterprises in its jurisdiction.The extent to which the city’s grassroots government optimizes its business environment directly affects the economic prosperity,financial revenue,and social employment placement of the jurisdiction,and determines whether it can get through the last mile of the business environment,which is important influences for the optimization of the country’s business environment and economic development.This thesis used case analysis,questionnaire surveys,interviews and other methods,guided by the administrative environment theory and service-oriented government theory,combined with the actual situation of Zhengzhou G District,it reveals the current status of business operations of urban grassroots governments from the aspects of optimization of institutional environment,optimization of humanistic environment,optimization of government affairs environment and optimization of market environment.It also found some problems in the urban grassroots government’s business environment construction at the same time.For example,the construction of the urban grassroots government business system is relatively lagging,the implementation of the urban grassroots government business system is not strong,and the introduction of professional talents in the urban grassroots government business difficulties,the cumbersome approval process of the city’s grassroots government’s business affairs,the lack of fairness in the city’s grassroots government’s business market,and the lack of management of the city’s grassroots government’s business market.The reasons of these problems include the neglect of the importance of the establishment of the business system of the city’s grassroots government,the lack of support for the business system of the city’s grassroots government,the lack of attractiveness of the policy of retaining talents by the city’s grassroots government,and the optimization of the business environment by the city’s grassroots government Inter-departmental functions overlap,the city’s grassroots government has not established an effective political and commercial relationship,and the city’s grassroots government has limited power to optimize the business market environment.This thesis analysis the above problems and causes,and draws on the advanced practical experience of optimizing the business environment in developed regions,this thesis puts forward specific countermeasures to promote the optimization of the business environment of urban grassroots governments: firstly,this thesis promote the establishment of a business system for urban grassroots governments;secondly,this thesis improves the supporting system construction of the city’s grassroots government business.Thirdly,this thesis optimizes the introduction of policies for the city’s grassroots government businessmen.Fourthly,this thesis streamline the city’s grassroots government business approval process.Fifthly,this thesis maintains the fairness of the city’s grassroots government business market.Sixthly,this thesis strengthens the city standard management of the business market at the grassroots level.
