Research On Current Situation,Problems And Countermeasures Of Business Environment In Jiangjin District Of Chongqing

Business environment refers to the sum total of external factors and conditions such as government affairs,market environment,legal environment and cultural environment involved in the process of market access,production and operation,and withdrawal.A high-quality business environment can promote the economic strength of countries and regions.The central government has made important strategic plans to optimize the business environment.At present,the international situation is constantly changing and the domestic environment is undergoing new trends and changes.As an important strategic fulcrum of Chengdu-Chongqing Shuangcheng Economic circle,The economic construction of Jiangjin District of Chongqing is particularly important.The Government of Jiangjin District has always taken the optimization of business environment and the promotion of high-quality economic development as an important work.On the theoretical basis of Hume’s Law,transaction cost theory,government regulation theory,entrepreneurship theory and public credit system theory,based on the actual situation of Jiangjin District,using literature analysis and investigation method,on the basis of referring to the World Bank’s business environment index system,the World Economic Forum and other relevant indicators,According to the requirements of2020 Business Environment Assessment Plan for Districts and Counties(Autonomous Counties)issued by Chongqing Development and Reform Commission,a questionnaire survey was conducted on business environment in Jiangjin District.According to the survey,Jiangjin District has taken three measures to optimize the business environment:first,streamlining administration and delegating power to make registration more convenient;Second,the combination of decentralization and regulation to make the whole process of supervision more scientific;Third,optimize the service,so that the service level of industry and commerce has been comprehensively improved.At the same time,however,there are also problems such as insufficient market role,significantly increased costs for enterprises under downward economic pressure,imperfect public service system and mechanism of the government,low judicial efficiency and difficulty in financing.This paper analyzes the causes of the above problems,and concludes that we should actively transform government functions,build a "friendly" and "clean" new government-business relationship,reduce enterprise operating costs,improve the level of legal business environment,create a fair competition market environment and other countermeasures.Through the study of optimizing business environment,the original theoretical research results can be further applied and summarized,which provides effective reference for scholars studying business environment later and can further improve the theory of business environment.Based on the actual situation of Jiangjin District,this paper helps the regional economy to increase its advantages,make up its shortcomings,find out key problems and solve countermeasures,and promote the improvement of the business environment of Jiangjin District,which is more conducive to the high-quality development of the whole region’s economy,which is of great significance to promote the high-quality development of the western economy.In addition,the experience and methods in this paper can effectively cope with and deal with the problems encountered in the regional business environment,and have a positive impact on the government’s own construction,the transformation of government management functions,the optimization of public management and services,and the attraction of investment,which is conducive to promoting the high-quality development of local economy and society.
