"Welfare is a concept with a value orientation.Welfare system,as its name implies,is a prescriptive institutional arrangement guaranteed by the state to realize the value of welfare.But how exactly is it generated and whose interests does it represent?It’s not easy to answer."The welfare system has passed for hundreds of years since its birth.Its core value,social function and changing process have been the research topic of the academic circle for a long time.The purpose of this paper is to explore why the welfare system came into being and what influence it had on the development of the welfare system.Based on a specific historical perspective--the second international,this paper explores how the welfare system came into being in the struggle between the working class and the bourgeoisie under specific historical circumstances.The second international was founded in July 1889.It was an international workers’organization under the guidance of Marx and Engels.A period in the late 19th and early 20th centuries that guided and organized the workers’ movement had a profound impact on political development and social change in Europe.During this period,the rapid development of capitalism led to the rapid differentiation of social class structure,and a large number of farmers and small producers became proles.Their living standard was generally low and they faced serious survival problems,which put forward requirements for the institutionalization of social welfare.The second international as a working-class international coalition,in the fight for the working class and the vast majority of the economic,political rights and interests of proletarians,safeguard the state of the working class work and life in the struggle,expressed the welfare of the working class demands and in practice has given rise to a series of social welfare policy,is a welfare system played a key role in the generation process.The second international anti-capitalist struggle to influence the formation of the welfare system on the one hand,based on the development and reform of the capitalist society,the rapid development of capitalism makes the contradiction between the proletariat and the bourgeoisie principal contradiction,the rise of national states to strengthen the national power,and between the bourgeoisie and the working class provides a certain space,to agree on the basic goal of social welfare,the development of party politics and the right to vote the further popularization of the working class by legal ways of expressing parliament within the working class welfare,institutionalized it possible to promote social welfare;On the other hand,based on the workers’ movement and the development of workers’ organizations,under the leadership of the second international,established all sorts of workers’organizations,organized a huge strike,the European and American countries socialist party also widely establishment and development,for the working class to carry out the struggle against capitalism and provides powerful support for social welfare.In the second international anti-capitalist struggle and strive for social welfare thought,under the guidance of the second international conducted a series of struggle and practice,and achieved remarkable results,in the 19th century in 80,the implementation of the German social insurance legislation,including medical insurance,inductrial injury accident insurance,disability and old-age insurance law formally started the construction of the systematization of social welfare.Late in the second international,western countries generally established a relatively perfect social welfare system,and under the influence of the second international,fixed the direction of the development of the western social welfare system according to the different historical period social democracy and welfare system,welfare system three direction:welfare system,the new liberalism and "third way".However,it should be noted that the second international anti-capitalist struggle has both positive and limited aspects in its evaluation of the social welfare system.The second international has stepped into the trap of opportunism in the struggle for social welfare and failed to get rid of the restriction of capitalist system framework.The welfare system based on capitalist private ownership cannot fundamentally guarantee the working class.
