A Study On The Governance Of Boko Haram In Nigeria

Nigeria is located in the Sahel region where terrorism is rampant,because of the complicated politica,leconomic and religious reasons in Nigeria,the extreme terrorist organization Boko Haram was born in the country.The organization has frequently carried out terrorist attacks in the northeast of Nigeria since its inception,causing a serious security threat to many countries,including Nigeria,Chad,Cameroon and Niger.In response,the Nigerian government has taken a series of control measures.Politically,using negotiations to disintegrate the Boko Haram and controling corruption to cut off its funding;Economically,developing agriculture to solve the problem of food,clothing and employment,improving the investment environment to promote the recovery of Nigerian economy,in order to remove the breeding ground for terrorism.In military,took strong measures against Boko Haram.In addition to the Nigerian security forces,Nigeria has also joined forces with four neighboring countries heavily affected by Boko Haram to form an 8700 Multinational Joint Task Force to carry out military clean-up operations against Boko Haram terrorists in Nigeria,and actively built a multilateral security cooperation mechanism which named Lake Chad Basin Commission.At the international level,Nigeria has strengthened bilateral and multilateral security cooperation with the United Nations,America,Britain and other countries outside the region.In recent years,the military clean-up operations in some areas are progressing smoothly.Most of the north-eastern part of Nigeria territory occupied by Boko Haram has been recovered,the number of deaths caused by terrorist activities has been greatly reduced,which has severely battered the organization’s effective strength at the military level.But there are still great deficiencies and room for improvement in terms of the overall control effect.First of all,the Nigerian government has adopted an indiscriminate military strike strategy against terrorists and civilians,further deepening the contradiction between the government and the ordinary people;Secondly,the collusion between government officials and Boko Haram has led to low efficiency of anti-terrorism;Thirdly,the failure of the federal and state governments to reconcile political differences on the construction of anti-terrorism mechanism;Fourthly,the low level of Nigeria’s economic development has made the anti-terrorism willingness disconnected from anti-terrorism capability;Fifthly,the hysteresis of Nigeria government’s cultural anti-terrorism measures,which can not effectively curb the spread of religious extremist ideas;Finally,due to the lack of cooperation consensus,the cooperation between the multinational joint task force is relatively low.In the face of difficulties in the process of anti-terrorism,On the one hand as the initiator of counter-terrorism cooperation,Nigeria should improve its own governance capacity as soon as possible.Starting from agriculture to develop economy and eliminate poverty stravation and employment;Fighting against political corruption and reducing political differences between state and federal governments;Valuing the role of education in human civilization and implementing the policy of religious depolarization;Strengthening the construction of the police force and improving the military anti-terrorism strength.On the other hand Nigeria should make good use of the existing regional cooperation mechanism of Lake Chad Basin Commission,conducting more dialogues and exchanges with other countries,further weakening the internal contradictions and differences of member countries,making the regional identify concept filtering into people’s minds,and then effectively avoiding security risks.
