| The supply of rural public goods is a problem to be solved in the implementation of the strategy of rural revitalization and the comprehensive construction of a well-off society in China.Since the 19 th National Congress,Guangxi has carried out the spirit of the 19 th National Congress in depth,gradually perfected the policy of supplying public goods in rural areas,and showed the trend of equality,rationalization and scientificization.At the same time,the economy of rural areas in Guangxi has also been developing rapidly,and the effect of rural poverty alleviation is obvious,which provides a strong guarantee for Guangxi’s comprehensive fight against poverty.The continuous improvement of the supply service of rural public goods is closely related to the basic living security of ordinary people.Improving the supply level of rural public goods in an all-round way is conducive to changing the supply structure of "urban-rural dualization",narrowing the gap between urban and rural public goods supply,and ensuring that rural residents can enjoy the same treatment of urban residents.Therefore,studying the existing problems of the supply of rural public goods is conducive to accelerating the integration of urban and rural public goods supply,improving the living standards of rural residents,promoting the comprehensive construction of a well-off society,and promoting the implementation of the strategy of rural revitalization.Although the reform of the supply structure of rural public goods in China has achieved some remarkable results,there are still many problems.The main body of rural public goods supply is single,the government has long been dominant in the supply of rural public goods,the supply decision-making mechanism is top-down,the lack of market and the third sector supply of rural public goods,coupled with the imperfect supervision and management system,resulting in inefficient supply,single supply goods,can not meet the diversity of rural residents’ demand for public goods and the real demand of rural residents for public goods.It is precisely because of the decision-making mechanism,supervision mechanism,appeal mechanism and a series of systems of imperfection caused by the rural public goods supply structure reform more difficult.The research on the supply of rural public goods is not only the theoretical basis to ensure that farmers’ demand can be effectively met,but also the important premise for the comprehensive implementation of the well-off society and the smooth implementation of the strategy of rural revitalization.Therefore,it is necessary to completely change the original supply mode,from "topdown" supply to "bottom-up" supply,from "urban-rural dualization" supply to "urban-rural integration" supply,from heavy "hard" light "soft",heavy "short" light "long" supply to take into account the mode of supply of both,so as to promote the continuous development of rural public goods supply services in Guangxi. |
