| Xi Jinping put forward rural revitalization strategy in the party’s general secretary19 report,is to develop modern agriculture,protect rural ecological environment,promote the integration of traditional culture and modern civilization in rural areas,improve the effect of governance and achieve common prosperity for the farmers as the general requirements,adherence to priority to the development of rural areas is the main way to realize the general requirements.The specific methods proposed in the rural vitalization strategy are used to guide the service supply in rural areas and promote the improvement of the overall level.The comprehensive development of farmers,the comprehensive upgrading of agriculture and the comprehensive progress of rural areas can also play a boosting role through the effective supply of rural public services,this is helpful to the realization of the strategic objectives.Therefore,based on the strategy of rejuvenating the country background for studying the of effective supply of rural public service has the important practical significance and theoretical significance.Under the background of this strategy,although the rural public service supply in China has made some achievements,there are still some problems such as insufficient effective supply.Scholars have conducted a lot of exploration and research to solve the problem of low effective supply of public services in rural areas.But under the background of strategy of rejuvenating the country for the research of effective supply of rural public services is not generous enough.Based on this,first of all,this paper combed the existing relevant literature and other contents,defines the concept of effective supply of rural public services in the context of vitalization strategy,expounds the theoretical basis,and then analyzes the content,characteristics and functions of effective supply of rural public services in the context of vitalization strategy.And then,through the methods of data collection and field investigation,this paper studies the supply of rural public services in P township of Xiangtan county,understanding the needs and satisfaction of local villagers for public services,and probes into the current situation,existing problems and corresponding causes of the effective supply of public services in P township of Xiangtan county.Finally,according to the problems in practice,the corresponding countermeasures are put forward.It is found that in the context of vitalization strategy,the effective supply ofpublic services in rural areas is insufficient,which is manifested in three aspects:insufficient quantity,low quality and unbalanced supply structure.The causes of the problems are analyzed from the following four aspects: the deviation of supply concept,the unsound related mechanism,the lack of capital guarantee and the unsound supply environment.Under the background of vitalization strategy,changing the supply concept,improve the supply mechanism,strengthening the capital security,optimize the environment of supply is the important way to realize effective supply of rural public service. |
