Research On The Development Course Of Self-government Community Organization

With the disintegration of the traditional unit system,the community has gradually become the main field of people’s daily life and entertainment,and it has also continuously replaced units and become the basic unit of social governance.In recent years,policy documents related to social governance have been issued one after another.On the whole,it mainly emphasizes the improvement of residents ’participation capacity and the realization of benign interaction between government governance,residents’ autonomy and social mediation.However,in actual work,promoting residents’ participation is still a challenge in community governance,the participation of residents is still in the state of "weak participation",and the proportion and continuity of residents’ participation are low.Residents’ "weak participation" reflects deeper the lack of community autonomy,and community governance may still remain in the "other governance" model.In order to alleviate this situation,governments at all levels have actively issued guidance documents vigorously cultivating community social organizations,with a view to encouraging the community to actively participate in social public affairs through the establishment of community social organizations,and to enhance communication among residents in the organization of daily activities.Improve mutual trust,close neighbor relations,and gradually realize residents’ autonomy.But at present,many communities are still dominated by interest-based community social organizations,and there are few autonomous community social organizations,and the cultivation of such organizations is more difficult.Therefore,this article aims to analyze the development process of autonomous community social organizations in combination with team life cycle theory and social capital theory,and explore the reasons for the successful cultivation of autonomous community social organizations.This article uses a qualitative research method.The research objects are members of C selfregulation committees and community workers in C community,C street,Beijing.The development process of the management committee started,summed up its successful selfgovernment experience,and put forward relevant suggestions.The study found that,firstly,the self-management committee has gone through four stages since the time of the rights protection team period,namely the formation period,the turbulence period,the regulation period,and the performance period.Each stage presents different characteristics and faces different challenges;second,Putnam Society The three elements of capital theory: trust,regulation,and network are closely related to the state of the self-regulation committee at various stages.Without trust,regulation,and network,the self-regulation committee will cause problems.Therefore,we must pay attention to the construction of these three elements before we can make The SelfGovernment Council has grown smoothly.Finally,this article has proposed corresponding suggestions for community neighborhood committees and social workers for the cultivation of autonomous community social organizations.
