| Relocation of poverty alleviation and relocation is one of the "five batches" of targeted poverty alleviation projects in the new era of poverty alleviation.The success of the ex situ poverty alleviation and relocation project is of great significance for my country to win the battle of poverty alleviation and achieve a comprehensive well-off society.At present,the relocation of poverty-stricken poverty-stricken areas is nearing completion.Most of the poor households that meet the relocation standards have been moved to the resettlement area,which has basically been "moved out",but can resettlers achieve "stable,We can get rich" is the next focus.Among them,only the realization of employment can achieve the sustainable development of immigrants in the resettlement area,and then get rid of poverty and become rich.Therefore,it is of great significance to study the impact of ex situ poverty alleviation and relocation on immigration employment.This paper uses the first-hand survey data of the poverty-stricken and relocated migrants in Ningxia in 2019,and uses the quasi-experimental method of matching propensity scores to empirically analyze the impact of Ningxia ’s four different resettlement methods on the quantity and quality of migrant employment,and discuss Reasons for different levels to comprehensively evaluate the promotion effect of the poverty alleviation and relocation policies for immigration on the employment of immigrants.The study found that the poverty alleviation and relocation of ex-situ has played a positive role in promoting the migration of migrants from agricultural operations to migrant workers.The promotion of different resettlement methods varies according to different policies.Among them,the landless resettlement outside the county promotes the employment of immigrants.The effect is most obvious,and the land-based resettlement in the county has a relatively poor employment promotion effect on migrants,and the migrants without land resettlement are more inclined to find secondary and tertiary industries to complete employment,while the resettlement with land resettlement mostly chooses The primary industry is working.In terms of employment quality,the overall employment quality of immigrants is still at a relatively low level.Most immigrants choose to work in the construction industry,transportation industry and resident service industry,and the immigration contract signing rate and insurance payment rate are relatively low.There are still cases of arrears in wages,and job replacements are more frequent after relocation,and the overall employment quality of immigrants is still not satisfactory.Generally speaking,the poverty alleviation and relocation of ex-situ increased the number of migrants ’employment,but the quality of employment still needs to be improved.Based on this,this article proposes to increase government assistance,formulate corresponding employment assistance policies based on the immigrants’ own characteristics and capabilities,focus on the combination of vocational education and basic education,and implement diverse employment incentive measures for immigrants to promote immigration.Employment policy to achieve long-term sustainable development in the resettlement area. |
