| With the rapid development of the world economy,international trade has taken on a new development trend,and intelletual property has increasingly become the core foudation for the trade competitiveness of all countries(regions).All countries(regions) in the world attach great importance to the protection of intellectual property rights.As the customs is the inbound and outbound supervision and administration organ,the supervision of ipr infringement in the inbound and outbound links has become one of the important non-traditional functions of the customs in the new era.However,Harbin customs still faces many problems in fulfilling this new function.The contents of intellectual property protection of Harbin Customs,the intellectual property supervision links involved in the customs clearance process,the intellectual property protection model of Harbin Customs were introduced,the situation and characteristics of infringement cases investigated and handled by Harbin Customs in recent years,the intellectual property rights of Harbin Customs,the problems in intellectual property protection of Harbin Customs,and the causes of the problems were analyzed in this thesis.Based on the experience of Hong Kong Customs in the protection of intellectual property and customs,the organizational structure of intellectual property protection,cultivated a team of intellectual property experts,strengthened information management and risk analysis,strengthened information management and risk analysis,and strengthened the relationship with intellectual property rights holders had been improved to optimize the customs protection of intellectual property rights at Harbin Customs,and a series of safeguard measures from theperspective of talent incentive,special funds,system operation,external publicity and law enforcement cooperation,to ensure the smooth and effective protection of intellectual property rights at Harbin Customs were proposed. |
