| The reform of the supervision system was launched nationwide in 2018,and the National Supervision Commission was established.As a special inspection agency in China,it performs supervisory functions.The establishment of the supervision committee integrated the anti-corruption resources and integrated the anti-corruption agencies such as the anti-corruption department,the anti-crime department,the crime prevention department,and the administrative system administrative supervision department of the procuratorate.It’s strengthened the CCP’s leadership over anti-corruption,improved the national governance system,and effectively promoted anti-corruption and building a clean government.By combing the history of the development and evolution of China’s supervisory system and institutions,this paper expounds the theoretical results of the current academic and practical circles about the supervisory institutions,and studies the supervision systems and institutional settings of other countries and regions,and determines the research content of this pape is the power allocation of the supervisory institutions and the establishment of functional institutions,propose strategies for optimizing the power allocation and institutional setting of the supervisory institutions in China in terms of efficiency and effectiveness.For the research of the theme,this paper adopts the theory of good governance,the theory of bureaucracy,the theory of flat management,and the theory of CCP building.The theory of good governance helps to improve the power allocation of the supervisory institutions.The theory of bureaucracy and the theory of flat management are about the theory of organizational structure,which helps to optimize the establishment of functional departments.The theory of party building will explain the relationship between the supervisory institutions and the party committee and the discipline inspection commission.Based on the basic theory,it expounds the power allocation and the establishment of the functional institutions after the supervision system reform.It analyzes the prevention and education functions in the function configuration of the supervisory institution,the openness of the supervision function,the lack of participation,and insufficient attention to efficiency.It is studied that there are more management levels in the establishment of functional institutions,and the division of labor between departments is not It is clear that the mutual restraint between departments affects the efficiency,and the supervisory authority has less decision-making power.Drawing on the systemic experience of the US ethics office,the Office of the Inspector General,the Singapore Corruption Investigation Bureau,the Chinese Hong Kong Independent Commission Against Corruption,the authors put forward measures to optimize the supervisory institutions in China,including improving the functional configuration of the supervisory agencies and optimizing the internal Institutional setup,implementation of the Ombudsman system,etc.,with a view to improving the efficiency and effectiveness of the supervisory institutions. |
