Climate warming is affecting the global ecosystem,especially in the Arctic.Under the background of climate change,the fishery resources in the Arctic sea area are also changing.The rise of water temperature and the increase of human activities make the survival and distribution of the fishery resources in the Arctic also change.Due to the fragility of the Arctic sea environment ecosystem,any environmental changes will affect the development of Arctic fisheries.The management of Arctic fishery resources requires the common attention of the international community.At present,Arctic countries have a leading position in the management of Arctic issues and are exclusive in the management of Arctic affairs.It is difficult for the international community to get involved in Arctic issues.Most of the Arctic sea area is zoned into the territorial sea and exclusive economic zone by Arctic countries Fishery policies of different countries and regional fishery resources management limit the efficiency of management policies.However,the migratory dynamics of fish stocks make the management of fishery resources must have regional linkage.No country can complete the management of Arctic fishery resources alone.International cooperation is imperative.On November 30,2017,China,the United States,Russia,Canada,Denmark,Norway,Iceland,Japan,South Korea and the European Union jointly signed and passed the Agreement on Prevention of Non-regulation of High Seas Fisheries in the Central Arctic Ocean.The international cooperation on the issue of the return of Arctic fishery resources has taken shape initially.Looking at the history of marine fishery development,it is basically the journey of management after overexploitation.However,as the sensitive and fragile ecological environment of Arctic sea,the self-recovery ability of fish schools is weak,and we must take measures in advance.This paper comprehensively analyzes the existing legal documents and international management organizations of Arctic fisheries management,and puts forward the idea of establishing a "pan-Arctic" Arctic fishery resources management system on the basis of the existing laws.On the one hand,the management function of the Arctic Council should be strengthened and a perfect management system should be established relying on the Arctic Council.On the other hand,the application of fishing quota system in Arctic fisheries management is proposed.Through international cooperation,a unified supervision and management platform is established to enhance the implementation of fishing quota system in Arctic waters.Generally speaking,the existing management system in the Arctic limits the management of Arctic fishery resources.Countries should abandon unilateral ideas,strengthen international cooperation and establish a comprehensive "pan-Arctic" fishery resources management system based on the existing system,which is the effective way to manage Arctic fishery resources.China should actively promote international cooperation,protect China’s legitimate rights and interests in the Arctic fishery issue,uphold the principle of science and technology first,and contribute to the effective management of Arctic fishery resources.
