Research On The Optimization Of Intergovernmental Synergy Of The Coordinated Development Demonstration Area In Beijing-hebei Caofeidian

In the new era,China’s social and economic development faces many challenges and risks,such as the imbalance between environmental protection and economic development,the imbalance between urban and rural development,and the imbalance between regional development.In order to reverse the imbalance of China’s regional economic development and realize the coordinated development of regional economy,it is necessary to adjust the regional economic development strategy.In 2014,the "coordinated development of Beijing,Tianjin and Hebei",a major national strategy,was proposed.The core of the strategy is to orderly release the non-capital functions of Beijing,and Caofeidian is one of the best areas for releasing the non-capital functions of Beijing.In 2015,In order to seize the strategic opportunity,the government of Beijing and Hebei province jointly built the Beijing-hebei Caofeidian coordinated development demonstration area to promote the coordinated development of the two regions during undertaking industry transfer.This paper mainly studies the optimization of intergovernmental synergy of the coordinated development demonstration area in Beijing-hebei Caofeidian with the theory of Intergovernmental relationship to promote its high-quality development in the process of industrial transfer,and provide case studying reference of regional collaboration and government cooperation.By visiting,investigation and data analysis,the author summed up the current situation and existing problems of government relationship in the Bejing-hebei Caofeidian coordinated development demonstration area,and then analyzed the causes of the problems.After that,The author focused on a case study of Beijing Jinyu Group Co.and analyzed the practice experience of government management in Guangdong-guangxi cooperation special pilot area and Tsukuba Innovation Arena,Japan.Then the author put forward Suggestions of the improving the government relationship for Beiing-hebei Caofeidian coordinated development demonstration area.The Suggestions mainly contain the following aspects: Highly coordinated national strategy;optimized the relationship between Beijing and Hebei;conformed to the development trend and straightened out the relationship within the region;division system reform of Management Committee.
