| In recent years,the environmental pollution of Beijing,Tianjin and Hebei has become more serious,such as air pollution,water pollution and land pollution.However,in the face of the severe situation,because of limited law enforcement authority,the system of law enforcement and other factors,the traditional law enforcement model is powerless to stop it.Due to the interests of the regional inter government disputes,mutual game and other reasons,the loose cooperative mode of law enforcement is also little effect.It's difficult to carry out cross regional environmental law enforcement.Governance is.the.key of environmental protection,and environmental.law enforcement is the core of governance.Meanwhile,the government is the dominant force of environmental protection,whom can not be replaced.It can be said that in the context of the current lack of cooperation among governments,intergovernmental collaboration is important for promoting cross regional environmental law enforcement.In this paper,the inter regional environmental law enforcement is studied from the perspective of intergovernmental coordination,which aims to solve the problem of cross regional environmental law enforcement.In this paper,I describe the research background,summarize the literature and introduce the research methods and innovations.Secondly,1 define the related concepts and introduce the theory of inter governmental cooperation.Furthermore,I study the mode of environmental law enforcement in Beijing Tianjin Hebei region,conclude the concept and characteristics of them and analyze the problems and reasons.Moreover,1 analyze the air treatment of California south coast and the water management of Tai Pu river,provided for useful references.Finally,I put forward to build the intergovernmental coordination of law enforcement mode from philosophy,law,organization,mechanism and measures,in order to solve environmental problems of the Beijing Tianjin Hebei region. |
