On The Coordination Model Of Beijing-Tianjin-Hebei Intergovernmental Relations From The Perspective Of Holistic Governance

In recent years,the synergetic development of Beijing-Tianjin-Hebei Region attr acted more and more extensive attention from the State.On February 26,2014,the S tate President Xi Jin-ping delivered a significant speech themed“Mutual Advantages Complementing,Mutual Benifit,Solid Progress,In Efforts to Realize the Integration of Beijing-Tianjin-Hebei Region”,when hosting and debriefing the “Synergetic Deve lopment of Beijing-Tianjin-Hebei Region”symposium,sigifying that the synergetic de velopment of Beijing-Tianjin-Hebei has upgraded to a national strategy.The holistic governance Theory emerged in the 1990 s in response to fragmentizatio n of government management caused by traditional bureaucracy, new public management, likewise, a new pattern of public management. The holistic governance Theory’s proposi tion involved in coordination, integration, network governance provides a solid theoretica l foundation for the synergetic development of Beijing-Tianjin-Hebei Region, which const ructs the coordination mode of total governmental relationship of Beijing-Tianjin-Hebei R egion, also the only route to construct the long-term mechanism of the synergetic develop ment of Beijing-Tianjin-Hebei Region from three perspectives: organization structure, sys tem construction, technical support.The thesis employs document analysis method, system analysis method and compar ative analysis method and so forth, from the perspective of the holistic governance, which constructs the coordination mode of governmental relationship of Beijing-Tianjin-Hebei Region. First of all, on basis of analyzing current situation of governmental relationship o f Beijing-Tianjin-Hebei Region, we conclude that there are existing problems including is olated island phenomenon, low efficiency of coordination, isomorphic responsibility, trust crisis, and make an analysis of constraints of integration of governmental relationship of Beijing-Tianjin-Hebei Region. Furthermore, on basis of analyzing development experienc e of regional economic cooperation mode of Yangtze River Delta, Pearl River Delta and Wangshington DC, we should learn from their successful experience, namely, in process o f constructing coordination mode of governmental relationship of Beijing-Tianjin-Hebei Region, that the government should play a dominant role, break administrative barriers, a nd diminish the difficulty level of cross-border governance, meanwhile, public-private sec tor partnership should be reinforced. At last, on this basis, the author constructs the coordi nation mode of governmental relationship of Beijing-Tianjin-Hebei Region on three levels: organization structure, system and technology.The holistic governance Theory provides systematic and integrated administering thi nking. The special status of regional economic development of Beijing-Tianjin-Hebei Reg ion determines that three local govermentsog Beijing, Tianjin, Hebei, predominate in syne rgetic development of regional economy, therefore, the construction of coordination mode of governmental relationship of Beijing-Tianjin-Hebei Region based on holistic governan ce turns into long-term mechanism of regional synergetic development of Beijing-TianjinHebei Region.
