The Research On The Intergovernmental Relations Of Beijing-Tianjin-Hebei In The Governance Of Ecolog Based On The Theory Of Network Governance

Since the early 1980 s,when the concept of “capital circle”was put up,the process of“collaborative development of Beijing-tianjin-hebei region” has experienced the development of more than 30 years,which has both admirable achievements and thought-provoking lessons.Entering the second decade of the 21 st century,the“collaborative development of Beijing-tianjin-hebei region” run into the fast lane.On the one hand,it reflects on the deep understanding of the central government to reform in the difficult period,on the other hand it also puts forward new requirements of the government-led governance model for our country.Giving priority to the protection of environment is an unanimous consensus in the collaborative development of Beijing-tianjin-hebei,and in the view of the strategic status of “collaborative development of Beijing-tianjin-hebei region”,the governments of three provinces and more than ten municipals ought to play an important role in the process of integration of environmental protection.Practice has proved that the tradition of the totalitarian and entrenched ideas of hierarchy can only hinder the construction of the environmental collaboration mechanism in the Beijing-tianjin-hebei region,and the current model of government-led governance has difficult in the integration of municipal resources and realizing the sustainable development of mutually benefits.The rise of network governance theory in the1990 s,based on the multivariate participation and the construction of cooperation network,provides an effective reference for the local governments to out of woods and the reconstruction of intergovernmental relations in the process of “collaborative development of Beijing-tianjin-hebei region”.In this paper,literature research,case analysis and comparative research methods are used to study the theory of network governance and the intergovernmental relations of three provinces and more than ten municipals in the ecological governance of Beijing-tianjin-hebei.Through the introduction of network governance theory and the review of ecological governance in Beijing-tianjin-hebei region,we can put forward the corresponding countermeasures for the reconstruction of intergovernmental relations in the ecological governance of Beijing-tianjin-hebei region.To study the relationshipbetween the local government in Beijing,Tianjin and Hebei's ecological governance,this paper doesn't only from the perspective of traditional public administration,but also discuss the mission of localization of network governance in our country ' s regional ecological governance at the breakthrough point of the background of public-private partnership of regional governance at home and abroad,which provides the referring experience for the reconstruction of intergovernmental relations in the ecological governance in the process of “collaborative development of Beijing-tianjin-hebei region”.
